Without a standardized costing method (including cost curves for infrastructure elements and assumptions), cost estimates varied across the state, region by region. The Unified Costing Model (UCM) project seeks to gain a level of consistency between cost estimates developed for the 16 Regional Water Planning Groups and their consultants. The UCM, along with this user’s guide, is intended to assist regional water planning groups and their consultants in developing consistent cost estimates across the State of Texas, so when these 16 regional plans come together to form the State Water Plan, TWDB can be assured that each water management strategy is evaluated on an even playing field with respect to cost estimates.
