Book excerpt: Site selection for "undesirable" facilities such as wastewater treatment plants (WWTPs) and landfills has always been inefficient and subjective due to interven tions by politicians, public opposition, and biased media campaigns. Further, si te selection has long been viewed from a non-spatial perspective. However, with geographic information systems (GIS) it is possible to approach the issue in a s patial context and to solve decision problems objectively, transparently and mor e efficiently. In this work, a spatial decision making approach is presented for facilities' site selection. In developing the site selection methodology, WWTPs in Lebanon are used as a cas e-study. WWTPs are often controversial and encounter high public opposition sinc e they are considered point sources of pollution. Criteria for siting WWTPs shou ld typically be based on governmental regulations and environmental standards wh ich include amongst others: distance to residential areas; terrain slope; absenc e of geologic fault lines; distance to water bodies; and distance from discharge sites. The proposed methodology was tried out in the Kesrouane region of Lebanon. Spati al data on selected criteria for the area were collected to form a vector-based digital database. The datasets were queried to show the areas in the targeted re gion that are most appropriate for establishing WWTPs. ESRI's ArcGIS solutions c ustomized with ArcObjects and Visual Basic for Application was used to develop t he site selection interface through which the user would select the criteria and obtain the suitability results. Verification of results was performed through a site visit. Few discrepancies we re encountered and were attributed to the timeliness of the GIS data. A simple s ensitivity analysis consisting of changing and excluding some of the criteria wa s performed to assess the significance and impact of some the criteria used. Thi s showed that the slope and the distance to residential areas are the most signi ficant. The main advantage of the proposed approach and application is that it forms an objective process of optimization, screening, and also provides the reproducibil ity needed for what-if scenarios. The importance of the site selection tool lies in its flexibility to user needs and its applicability to a wide array of site selection problems.

This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.
