Book excerpt: Originally published in 1985, Deterrence in the 1980s offers analyses by leading American and Canadian scholars and decision-makers in the field of strategic studies of the current problems and dilemmas of contemporary international security with deterrence, nuclear and conventional, as the unifying conceptual theme. Deterrence as theory, as history, as psychology, as politics, as ethics and as policy is addressed. The authors outline the complexities of deterrence, in theory and in practice, and offer proposals regarding the future operationalization of deterrence in order both to reassure Western publics and to enhance Western and international security. Soviet-American strategic relations, along with the problems posed for the Western Alliance, are analysed. Within the context of NATO, the dilemmas, for both Europe and North America, of extended deterrence are raised. Despite the current crisis of deterrence, no other security strategy appears viable as long as nuclear weapons are retained for purposes of national security. However, current trends in the operationalization of deterrence – nuclear-war fighting capabilities – have raised concerns about the future of deterrence.

Book excerpt: Current NATO military strategy is based on the policy of flexible response that U.S. and European politicians endorsed in 1967; for over 15 years, no fundamental changes in NATO's defense strategy have occurred. If NATO cannot stop a Warsaw Pact aggression conventionally, it continues to threaten a gradual and controlled nuclear escalation of both theater and strategic nuclear weapons. Many analysts now question the fundamental principles underlying NATO's policy and strategy, given the enormous changes that have occurred in the strategic environment between 1967 and 1984. The contributors to this book examine the recent proposal by Samuel Huntington, who advocates that NATO adopt a conventional counter-retaliatory strategy based on offensive military actions deep into Eastern Europe. In evaluating this new proposal, the authors analyze the potential impact that it would have on U.S. and NATO military doctrine, assess probable European and Soviet reactions to NATO adopting a conventional counter-retaliatory strategy, and address the linkages existing between conventional and nuclear strategy. In the final chapter, the editors consider the policy, strategy, and force structure questions raised in the book and recommend policy options for the United States.

Book excerpt: The U.S. is faced with Soviet improvements in strategic, theater weapons systems and a massive civil defense program. Given the present U.S. deterrent policy it is questionable whether the U.S. will be able to prosecute a war at a level less than full scale nuclear war. This study discusses the viability of the Strategic Triad and whether NATO will be able to deter the USSR with conventional forces or have to rely upon theater nuclear forces. The final recommendation suggests that the U.S. must update its strategic weapons systems and improve the overall capabilities of our forces supporting NATO whether it be nuclear or conventional.
