Book excerpt: This paper investigates the determinants of private investment in Pakistan with special emphasis on the impact of government investment. Using annual data for the period 1973/74-1991/92, it is estimated that private investment was positively correlated to GDP growth, to credit extended to the private sector, and to government investment. When government investment is disaggregated into Its infrastructural and noninfrastructural components, the latter is found to be negatively correlated with private investment.

Book excerpt: There is an ample amount of work on private investment for the cases of both developed and developing economies. Blejer and Khan (1984) study the investment function for developing countries using pooled data of 24 countries for the period 1971-1979. They find credit availability and infrastructural public investments are positively related to private investment. They observe that crowding-out phenomena works in case of noninfrastructural investment. As quoted by Saker (1993), behavior of private investment is quite different in developed and developing economies. Credit availability and government investment appear to be strong boosters of private investment in case of developing economies. Utilizing the Pakistani data set from FY 1974 to FY 1992, Saker (1993) concludes that private investment is positively correlated with output growth, private sector credit availability and government infrastructural investment. Oshikoya (1994) models private investment function for various middle-income and low-income African countries for the period 1971-1988. He finds that real output growth, real exchange rate, credit availability and government infrastructural investment are positively related to domestic private investment in studied African countries. Inflation and external debt servicing add to macroeconomic uncertainty and are, therefore negatively related to private investment.

Book excerpt: This paper analyzes the effects of several policy and other macro-economic variables on the ratio of private investment to GDP in developing countries. Using data for a sample of 23 developing countries over the period 1975-87, the econometric evidence indicates that the rate of private investment is positively related to the real growth rate of GDP, public sector investment, and to a lesser extent the level of per capita GDP, while it is negatively related to domestic inflation, the debt service ratio, the debt-to-GDP ratio, and high real interest rates. There is also some indication that all but the last of these variables had a greater impact before the onset of the debt crisis in 1982, while the debt-to-GDP ratio (a measure of a country’s debt overhang) has become more important since then.

Book excerpt: This paper compares the effects of aggregate and sectoral public investments on sectoral private investment, output, and employment. We estimate the elasticities of private investment with respect to aggregate and sectoral public investments to find crowding-out or crowding-in phenomena in Pakistan. The study also reveals the changes in labor absorption or replacement due to additional capital and the effects on output. Our data covers eight sectors of the Pakistan economy and uses annual time series data from 1964 to 2011. This study uses vector autoregressive (VAR) techniques, as applied by Pereira (2000, 2001), which allows measuring the dynamic feedback effects among the variables.

Overall, the report provides a range of suggestions for further work, and how tax morale considerations can be integrated into holistic tax compliance strategies.

Countries with wider and deeper private-sector investments demonstrate accelerated growth (Majeed M.T and Khan S, 2008). Motivated by the concern on the persistent decline in private investment in Zimbabwe since 1980, this study empirically investigated the determinants of private investment in Zimbabwe using time series data for the period 1980-2013. The study employed the OLS estimation criteria. Results indicate that public investment; FDI and GDP are statistically significant in explaining the determinants of private investment in Zimbabwe, while interest rates and inflation are statistically insignificant. The study basically recommends that the government of Zimbabwe, especially through ZimAsset, should promote PPPs, initiate collaborative partnerships between foreign and local investors and create a conducive macroeconomic environment to boost private sector investment.
