Book excerpt: The Oxford Handbook of the Ends of Empire offers the most comprehensive treatment of the causes, course, and consequences of the ends of empire in the twentieth century. The volume's contributors convey the global reach of decolonization, with chapters analysing the empires of Western Europe, Eastern Europe, China and Japan. The Handbook combines broad, regional treatments of decolonization with chapter contributions constructed around particular themes or social issues. It considers how the history of decolonization is being rethought as a result of the rise of the 'new' imperial history, and its emphasis on race, gender, and culture, as well as the more recent growth of interest in histories of globalization, transnational history, and histories of migration and diaspora, humanitarianism and development, and human rights. The Handbook, in other words, seeks to identify the processes and commonalities of experience that make decolonization a unique historical phenomenon with a lasting resonance. In light of decades of historical and social scientific scholarship on modernization, dependency, neo-colonialism, 'failed state' architectures and post-colonial conflict, the obvious question that begs itself is 'when did empires actually end?' In seeking to unravel this most basic dilemma the Handbook explores the relationship between the study of decolonization and the study of globalization. It connects histories of the late-colonial and post-colonial worlds, and considers the legacies of empire in European and formerly colonised societies.

In the last two decades, there have been heated public and scholarly debates in France, the United Kingdom, and the Netherlands on the violent end of empire. Nevertheless, the broader comparative investigations into colonial counterinsurgency tend to leave atrocities such as torture, execution, and rape in the margins. The editors describe how such comparisons mostly focus on the differences by engaging in "guilt ranking." Moreover, the dramas that have unfolded in Algeria and Kenya tend to overshadow similar violent events in Indonesia, the very first nation to declare independence directly after World War II. Empire's Violent End is the first book to place the Dutch-Indonesian case at the heart of a comparison with focused, thematic analysis on a diverse range of topics to demonstrate that despite variation in scale, combat intensity, and international dynamics, there were more similarities than differences in the ways colonial powers used extreme forms of violence. By delving into the causes and nature of the abuse, Brocades Zaalberg and Luttikhuis conclude that all cases involved some form of institutionalized impunity, which enabled the type of situation in which the forces in the service of the colonial rulers were able to use extreme violence.

How to foresee the unknown and master the unexpected? Ancient people tried to answer those questions by interpreting signs considered as divine messages. In this volume, the writers compare and examine this manifold questioning in the polytheistic and monotheistic societies of the ancient Mediterranean Sea. In the first place, it is shown how signs were ritually constructed within instituted practice of divination ; second, how, although some spontaneous natural phenomena appeared out of any instituted context, may nevertheless constitute omens or monition ; third, how the gods’ intervention may reveal a sort of intention in the course of national history or individual life ; finally, the essays study the epistemology of signs at work in some philosophical or theological elaborations, which may enlighten the tension between oracular evidence and ritual control of signs, and between revealed facts and reasoning arguments intending to neutralize the injunctions of the divine.

Book excerpt: France, which has the largest Muslim minority community in Europe, has been in the news in recent years because of perceptions that Muslims have not integrated into French society. The Civilizing Mission in the Metropole explores the roots of these debates through an examination of the history of social welfare programs for Algerian migrants from the end of World War II until Algeria gained independence in 1962. After its colonization in 1830, Algeria fought a bloody war of decolonization against France, as France desperately fought to maintain control over its most prized imperial possession. In the midst of this violence, some 350,000 Algerians settled in France. This study examines the complex and often-contradictory goals of a welfare network that sought to provide services and monitor Algerian migrants' activities. Lyons particularly highlights family settlement and the central place Algerian women held in French efforts to transform the settled community. Lyons questions myths about Algerian immigration history and exposes numerous paradoxes surrounding the fraught relationship between France and Algeria—many of which echo in French debates about Muslims today.
