Our school grounds should be attractive, placed where they will conveniently serve their tributary districts according to the best standards of city planning, large enough and of such well chosen topography as to provide amply for playgrounds, parking, borders, and gardens, all so judiciously planned, that their orderliness and obvious wisdom of arrangement become elements of beauty in the unity of the whole. It is advisable to have a well studied plan for every school ground, regardless of size. A definite portion of the funds allotted for building purposes ought to be set aside for the development of the grounds, in the very smallest districts as well as in those which can afford to secure the professional services of a landscape architect. A worthy appreciation of artistic school buildings has been created during recent years, especially in the cities, and in the more progressive rural districts. Construction should be the basis of building design. With this in mind, false fronts are to be avoided, especially that too prevalent imitation of the "mission" style with weird scrolls concealing a simple gabled roof. Closely following the desire for good architecture has come an understanding of the value of landscape development. Our schools have assumed a more important role in community life through the wider use of the buildings and playgrounds as public meeting places. The location of such an important feature should receive. careful consideration from the viewpoint of modern city planning. The love for beautiful gardens and well developed home grounds which were such intimste parts of their lives in the mother country, continued to manifest itself, and not until the struggle for an independent national life began, did the spirit of progress in landscape gardening begin to wane. Later, as economic conditions began to improve and the people became more prosperous, there was a renewal of interest in better home surroundings and general civic development. There were new and unimproved sections of this country, however, which in turn were destined to pass through the usual pioneer stage, but which were not quite so fortunate as New England, because colonial life with many of its cherished traditions had ceased to exist and the influence it had exerted over the landscape improvement of that sec tion was partly lost to others. The Spanish padres in the early days of California established gardens around the missions, but with the advent of the white settler and the days of '49 the interest in these gardens began to wane, and they have never since been very important factors in the landscape gardening of the state. During-the last decade a number Of score cards by which school plants and their equipment may be rated have been devised. Each Of these is composed Of a num ber Of items, most Of which apply to building plans as well as to buildings already in existence. In addition to the list Of items, several cards provide, either as an integral or as an accompanying part Of the scale, more or less detailed suggestions both as to the accepted standards and the most common deviations below these standards. Thus a superintendent or anyone may use these scales not only for actually rating a school plant or proposed plans but also for improv ing faults in an existing plant. It is true that these scales yield more reliable ratings when used by experts but they in general are simple enough and are accompanied by such directions that they can be used with profit by a school administrator who is willing to devote a little time to their study. In order to secure reliable ratings for buildings it is recommended that at least two, or better three, persons do the scoring and that their scores be averaged. In American practice it is distinguished on the one hand from the recitation room, which has only chairs or settees for the pupils and is used, as its name implies, only for reci tations (or sometimes also for lectures and dictation exercises), and on the other from the general study room, which is found more frequently in Europe than With us, and in which a number of class es, aggregating a hundred or two of pupils, spend the assigned hours of study between recitations. The normal American class room accommodates from 30 to 50 (or rarely up to 60) pupils as fixed desks. In some special or private schools the number in a class room is as low as 25; but economy of administration makes b it desirable that the number should not fall below 30 to 35, while efficiency demands that it should not greatly or often ex esed 40. Each pupil has a desk, and the total floor area should not be less than 18 square feet per pupil, with at least 216 cu bic feet as the minimum cubic volume per pupil. Twenty square feet and 260 feet, respectively, are better figures for all ex cept the lower grades attended by small children. A slightly oh long room, with the teacher's desk at one end, is the best shape. Thus for a 40-desk class room in an upper grade grammar school.
