This is the first study in English to focus on rural Vietnam — where nearly 80 per cent of its people live, much of its economic production occurs, and political upheavals earlier this century changed the course of history. Analyzing the impact of economic liberalization on the countryside, the contributors note that despite significant improvements in real income for most rural Vietnamese, poverty is still pronounced and socio-economic inequality appears to be growing. The poorest now appear to have less access to educational and health services. Environmental conditions also pose significant problems. Highlighting the dynamic political scene in Vietnam, the contributors also consider the interplay between national policymaking and local pressures and activity.

Among many signs of change, which are significant? How may one predict the probabilities of future economic development? Rural Vietnam: The Small World of Khanh Hau answers these questions for a Vietnamese rural community, in a detailed study that emphasizes the economic and non-economic factors that shape its present level of material well-being and its chances for future development.The author identifies a variety of forces that influence the economic activity of individuals and finds that these farmers display many more traits of rational economic calculation than is usually assumed to be the case among the peasantry. The book is thus at least a partial refutation of those who hold that village life is so bound by tradition and immersed in lethargy that it cannot be subjected to the kind of economic analyses and policies developed in industrial societies. During the Vietnam war period, Khanh Hau was subject to pressures from far beyond its boundaries, and this study illuminates the problems the conflict engendered throughout Vietnam.

The relative response of the households and income growth after a major trade liberalization in rice are analyzed aiming to answer the following questions: What type of households, in which locations, having access to what type of services, benefited more from the reforms? It focuses on services that have an impact on transaction costs (roads or quality of roads, public transportation, access to credit, extension services, and availability of markets in communication services) because transaction costs are often cited as a barrier to rural households in responding to the price changes and increased incentives offered by trade and other policy reforms. The results suggest that availability of production related services contributes positively to the impact of trade reforms. Although most of the service variables have a positive and significant effect on growth in income, some that are expected to have an impact are not significant. This may be explained by the exceptional coverage of infrastructure services in Vietnam even before the reforms. When service availability is very similar across different localities, household characteristics become more important in determining the response.

Book excerpt: Do and Iyer examine the impact of land reform in Vietnam which gives households the power to exchange, transfer, lease, inherit, and mortgage their land-use rights. The authors expect this change to increase the incentives as well as the ability to undertake long-term investments on the part of households. Their difference-in-differences estimation strategy takes advantage of the variation across provinces in the issuance of land-use certificates needed to enforce these rights. The results indicate that the additional land rights led to significant increases in the share of total area devoted to multi-year crops, as well as some increase in irrigation investment. These effects are stronger in areas that felt the impact of the land reform earlier. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to investigate the impact of property rights.

Book excerpt: Abstract: Minot and Baulch combine household survey and census data to construct a provincial poverty map of Vietnam and evaluate the accuracy of geographically targeted antipoverty programs. First, they estimate per capita expenditure as a function of selected household and geographic characteristics using the 1998 Vietnam Living Standards Survey. Next, they combine the results with data on the same household characteristics from the 1999 census to estimate the incidence of poverty in each province. The results show that rural poverty is concentrated in 10 provinces in the Northern Uplands, 2 provinces in the Central Highlands, and 2 provinces in the Central Coast. The authors use Receiver Operating Characteristics curves to evaluate the effectiveness of geographic targeting. The results show that the existing poor communes system excludes large numbers of poor people, but there is potential for sharpening poverty targeting using a small number of easy-to-measure household characteristics.
