Book excerpt: The regular annual report, the Sustainable Development in Government report, covering the whole of central government on environmental and sustainable development issues, is seen as a success in the "greening government" initiative since 1997, along with the Framework for Sustainable Development on the Government Estate. Reporting by individual departments is less satisfactory. The Framework contains targets for departments on public reporting of their sustainable development impacts, but they are neither demanding nor specific. Some significant areas of departmental activity fall outside the parameters for sustainable development reporting, for example involvement in PFI contracts, and the Committee wants departments to be able to report on these matters. The UK Sustainable Development Strategy required all departments and executive agencies to produce an annual Sustainable Development Action Plan (SDAP) by December 2005. The Committee is disappointed that 14 departments and agencies did not meet this deadline. The Committee would like SDAPs to be published alongside the departmental annual reports in the spring. This report also includes, as an annex (p. 11-41), the National Audit Office briefing, detailing the findings of its review of annual sustainable development reporting by UK government departments in 2004.

So, we want to know what ministers and bureaucrats do, why, and how. We are interested in their beliefs and practices. In his fascinating piece of political anthropology, Rod Rhodes uncovers exactly how the British political elite thinks and acts. Drawing on unprecedented access to ministers and senior civil servants in three government departments, he answers a simple question: 'what do they do?' On the basis of extensive fieldwork, supplemented by revealing interviews, he tries to capture the essence of their everyday life. He describes the ministers' and permanent secretaries' world through their own eyes, and explores how their beliefs and practices serve to create meaning in politics, policy making, and public-service delivery. He goes on to analyze how such beliefs and practices are embedded in traditions; in webs of protocols, rituals, and languages. The story he has to tell is dramatized through in-depth accounts of specific events to show ministers and civil servants 'in action'. He challenges the conventional constitutional, institutional, and managerial views of British governance. Instead, he describes a storytelling political-administrative elite, with beliefs and practices rooted in the Westminster model, which uses protocols and rituals to domesticate rude surprises and cope with recurrent dilemmas.

It also calls on the Government to implement recommendations in its earlier report on the human rights of older people in health care (HL 156-I/HC 378-I, session 2006-07, ISBN 9780104011447). The Committee's concerns arise from the meaning of "public function" and "public authority" in the Human Rights Act. It believes it was clear that Parliament intended the Act's requirement of public authorities to act compatibly with the European Convention on Human Rights to cover private-sector providers of publicly-funded services, and is disappointed that the Government has deferred a decision on a new statute to reinstate the original intention of the Act.

It also highlights successful practices which have wider applicability and can improve the management of data systems across government. The report finds that progress has been variable in developing sound systems, and that difficulties must be overcome in order to realise the full benefits of PSA targets.
