Book excerpt: Murder and Politics in Mexico studies the causes of political killings in Mexico’s liberalization-democratization within the larger context of political repression. Mexico’s democratization process has entailed a little known but highly significant cost of human lives in pre- and post-election violence. The majority of these crimes remain in a state of impunity: in other words, no person had been charged with the crime and/or no investigation of it had occurred. This has several consequences for Mexican politics: when the level of violence is extreme and when political killings that are systematic and invasive are involved, this could indicate a real fracture in the democratic system. This book analyzes several dimensions regarding impunity and political crime, more specifically, the political killings of members of the PRD in the post-1988 period in Mexico. The main argument proposed in this book is that impunity for political killings is a structured system requiring one central precondition, namely the failure of the legal system to function as a system of restraint for killings. Dr Schatz’s research finds that political assassinations are indeed rational, targeted actions but they do not occur within an institutional vacuum. Political assassinations are calculated strategies of action aimed at eliminating political rivals. As a form of interpersonal violence, political assassination involves direct or implied authorization from political leaders, the availability of assassins for hire and the willingness of some political leaders to utilize them against political opponents, and violent interactions between political parties combined with judicial system ineffectiveness. A corrupt legal system facilitates the use of political assassination and explains the persistence of impunity for political murder over time. To reduce political violence in the transition to electoral democracy, specific institutional conditions, namely a structured system of impunity for murder, must be overcome.

Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Though the heat is con tinuous, it is not extreme. The thermometer rarely rises to The highest monthly average on record in nine years in San Juan was 86° (in June, The hottest day in that period gave a tempera ture of but there was only one such day. The temperature is equable, and rises or falls through a very limited range. The highest point reached by the thermometer in San Juan in the period from November, 1898, to July, 1899, inclusive, was the -month of June. This was for one day only, and on no other day of that month did the temperature exceed The lowest range in the same period was The winter season extends from October or November to March, inclusive. No really Oppressive weather was seen in the capi tal during those months in 1898 - 99. Showers came frequently, but were of short duration and were mostly at night. Every day the unfailing trade winds blow from the east or southeast, making the air delightfully fresh. The nights are cool and comfortable. The sum mer season is marked by a slight increase in the average temperature, much more rain, and a great deal of humidity. The continuity of the heat and the unfavorable conditions for evaporation of perspiration make the climate somewhat enervating. San Juan has an elevation of only about 100 feet. In the mountains the higher elevations dimin ish the amount of heat, and Aibonito, Cayey, and Utuado are con sidered as remarkably cool cities. Occasionally the island is visited by a disastrous hurricane. The first record of one of these tropical terrors was in July, 1515. They come at irregular intervals and with varying degrees Of force. The most Violent storm the island ever knew, according to history, was in August, 1772, when houses were demolished, trees uprooted, planta tions flooded, and many people killed. In September, 1806, there was another visitation of less destructiveness, and still another in September, 1819. The latter was followed by a famine. The hurri cane of October, 1867, was very severe. In August, 1886, the south coast was ravaged and the coffee plantations in the southwest snfiered severely. The last furious storm occurred August 8, 1899, and was terribly destructive, particularly on the eastern and southern coasts and in the interior. Humacao was well-nigh destroyed; Yabucoa, in the beautiful valley of the same name south of Humacao, was a heap Of ruins, and but little was left of the old town and port of Arroyo. The damages at Ponce and at the port of Ponce, on the south, were extremely heavy. The streets were swept by a flood and many houses were torn from their foundations. The crops of coffee and cane were quite generally destroyed in the east, in the south, and in the interior, and orange and other fruit trees were uprooted or stripped by the vio lence of the wind. Arecibo, on the north coast, directly across the island from Ponce, also suffered great injuries. Between and persons lost their lives, and the destruction of live stock was very great. By background and temperament, William Fisk (Bill) Harrah was ill-prepared to succeed in such a business when he opened a small bingo parlor in Reno in 1937, but by the mid-1960s his Harrah's Clubs were the most profitable casino gaming operations in America, and he had become the de facto leader of the industry. Bill Harrah's life and career were rich with paradox. The privileged son of a southern California attorney, Harrah lasted less than one term in college before sliding into a profession which at the time was largely populated with cheap hustlers and petty crooks. Harrah was honest, but he was also a drunk and a womanizer and a habitual gambler, and for years it appeared that he would never amount to much. When his second wife got him off the bottle, he focussed his attention on building his business, but he never really cared for it. Bill Harrah's passion was old automobiles: he sank tens of millions of his company's dollars into buying and restoring them. The book is both an exploration of a singular personality and a detailed account of how Harrah's Clubs became the standard by which all other gaming properties were judged.
