Book excerpt: The Department of Defense (DoD) is the steward for about 25 million acres of land in the United States. These lands possess an irreplaceable collection of natural and cultural resources. These are national treasures to which all Americans are heir -- the legacy of each generation to those who follow. In 1991, Congress and DoD elevated the stewardship of natural and cultural resources to a new level of priority with enactment of the Legacy Management Program. The FY 91 DoD Appropriation Act included $10 million to establish Legacy. Legacy's purpose is to promote, manage, research, conserve, and restore the priceless biological, geophysical, cultural, and historical resources which exist on public lands, facilities or property held by the Department of Defense. The Legacy challenge is to develop techniques to enhance the management, conservation, and proactive stewardship of resources at the installation level, and at the same time, unify and integrate these efforts among the military services, scientific disciplines, and geographic regions. This report describes Legacy's progress during its first year.

Book excerpt: Objectives of the Legacy Biological Resources Task Area Study were to (a) evaluate the capability of existing Department of Defense (DoD) resource management programs and (b) address shortfalls by recommending modifications to existing programs. Interviews with natural resource management experts, literature reviews, surveys, and a workshop were used to gather data. The workshop addressed the management of biological resources on DoD lands. Major areas of discussion included the following: (a) stewardship of natural resources, (b) current policy and issues, (c) the structure and organization of DoD natural resource programs, (d) opportunities for interagency partnerships, and (e) the future direction of natural resource management. Critical issues identified by workshop participants included the following: (a) better command support for natural resource management programs at all levels, (b) command commitment to policy accountability, (c) current structure of DoD natural resource management programs, (d) interagency cooperative agreements to supplement installation staffs, and (e) the need for adequate staffing, funding, and professional grade levels. Book excerpt: The Legacy Resource Management Program, created after Congressional passage of the Defense Appropriations Act of 1991, requires a comprehensive, integrated resource management program for Department of Defense (DoD) installations and properties. To help meet the goals of the Legacy Program, researchers conducted an assessment of current resource programs. Objectives of this phase of the research were to (1) identify instances where natural resource and cultural resource programs have succeeded in coordinating management activities and (2) determine properties and processes that foster coordinated resource management. To meet these objectives, researchers conducted case studies of seven exemplary installations/activities. The studies showed that understaffing, particularly for cultural resources management, is a universal problem; a qualified, committed staff is considered the most important factor is establishing and maintaining a successful resources program. Inadequate funding does not inhibit coordination and project review between cultural and natural resources staffs, but it has prevented many installations from developing complete resource inventories. Strong command support and accurate information from installation resource inventories were also identified as critical factors in successful resource management.
