Book excerpt: Inventory worth billions of dollars has been vulnerable to fraud, waste, and abuse because the Air Force either did not adhere to control procedures or did not establish effective procedures. Because of these control weaknesses, repair contractors have access to items and quantities of items not specified in their contracts, and the Defense Contract Management Agency does not have the quarterly reports on shipment status that it needs to independently verify that contractors have accounted for shipments of government-furnished material. In addition, contractor receipt posting and discrepancy reporting practices produce incomplete and inaccurate information, impairing the ability of the Air Force to monitor shipments. Even if contractor records on shipment receipts were accurate, the Air Force's system cannot reconcile material shipped to contractors with material received by contractors, so the Air Force cannot readily identify shipments with unconfirmed receipts. Consequently, the Air Force cannot readily account for these shipments, which include classified, sensitive, and pilferable items. Finally, the Air Force has not exercised the required extent of program oversight by collecting data on contractor shipment discrepancies and using it to assess practices for safeguarding shipped inventory; as a result, it cannot identify the extent and cause of contractor shipment discrepancies or take corrective action.

Book excerpt: Since 1990, we have identified Department of Defense (DOD) inventory management as a high-risk area because levels of inventory were too high and management systems and procedures were ineffective. This report assesses the Department's efforts to implement the maintenance, repair, and operations prime vendor program. Specifically, we determined (1) how much the program is being used and how selected installations are using the program and (2) whether DOD has a mechanism for evaluating the program's effectiveness relative to other procurement alternatives and for identifying and addressing implementation obstacles. We examined the implementation of the prime vendor program at 11 military installations, and although the results of this analysis cannot be extrapolated to the entire program, they provide first-hand accounts that illustrate the actual impact of the program and highlight accomplishments and opportunities for improvement.

Book excerpt: At a time when U.S. military forces and their equipment are in high demand, effective management of the Department of Defense's (DOD) inventory is critical to ensure that the warfighter has the right items at the right time. The Air Force is the largest contributor to DOD's total on-hand inventory on the basis of inventory value. Under the statutory authority of the Comptroller General to conduct evaluations on his own initiative, GAO determined the extent to which (1) the Air Force's on-order and on-hand inventory reflect the amount of inventory needed to support required inventory levels from fiscal years 2002 through 2005, and (2) the Air Force had shortages in its inventory needed to support required levels during this period. To address these objectives GAO analyzed Air Force secondary inventory data (spare parts such as engines and guided missiles) from fiscal years 2002 through 2005. GAO recommends that the Air Force take four specific actions to strengthen the accountability and improve the management of its secondary inventory. DOD generally concurred with our recommendations. However, we do not believe DOD's planned actions fully respond to two of the recommendations in our report.

Book excerpt: Military operations in Iraq and Afghanistan have focused attention on the performance of DoD¿s supply chain management. DoD spent $178 billion on its supply chain in FY 2007. There have been many reported weaknesses in DoD's management of its supply chain. DoD released its Logistics Roadmap in July 2008 to guide, measure, and track logistics improvements. DoD has identified two technologies included in this roadmap -- item unique ident. (IUID) and passive radio frequency ident. (RFID), as having promise to address weaknesses in asset visibility. This report reviewed: the extent to which the roadmap serves as a comprehensive, integrated strategy to improve logistics; and the progress DoD has made implementing IUID and passive RFID.

It is critical that the military services and the Defense Logistics Agency effectively and efficiently manage DOD's secondary inventory to ensure that the warfighter is supplied with the right items at the right time. It is also imperative that they maintain good stewardship over the billions of dollars invested in their inventory. GAO reviewed the Navy's management of secondary inventory and determined (1) the extent to which on-hand and on-order secondary inventory reflected the amount needed to support current requirements and (2) causes for the Navy's having secondary inventory in excess of current requirements or, conversely, for having inventory deficits. To address these objectives, GAO analyzed Navy secondary inventory data (spare parts such as aircraft and ship engines and their components and accessories) from fiscal years 2004 through 2007. GAO recommends that the Navy strengthen inventory management by incorporating cost-efficiency metrics and goals, evaluating and improving demand forecasting procedures, revising inventory management practices to better accommodate demand fluctuations, and enhancing oversight though the chief and deputy chief management officers.
