Available in PDF, EPUB and Kindle. Book excerpt: The Renewables and Energy Efficiency Planning (REEP) program was developed at the US Army Construction Engineering Research Laboratories (USACERL). This program allows for the analysis of 78 energy and water conservation opportunities at 239 major DOD installations. REEP uses a series of algorithms in conjunction with installation specific data to estimate the energy and water conservation potential for entire installations. The program provides the energy, financial, pollution, and social benefits of conservation initiatives. The open architecture of the program allows for simple modification of energy and water conservation variables, and installation database values to allow for individualized analysis. The program is essentially a high-level screening tool that can be used to help identify and focus preliminary conservation studies. The REEP program requires an IBM PC or compatible with a 80386 or 80486 microprocessor. It also requires approximately 4 megabytes of disk space and at least 8 megabytes of RAM. The system was developed for a Windows environment and requires Microsoft Windows 3.1{trademark} or higher to run properly.

Book excerpt: The purpose of the REEP Study was to develop and apply an analytical methodology for evaluating the economic potential for investment in energy efficiency and renewable energy at Army facilities. The methodology provides a logical framework for integrating and analyzing US energy and environmental policy, Army energy and environmental goals, Army programming and budgeting, and public and private sector funding. The core of the REEP methodology is a multiobjective mathematical programming model that can quickly generate and analyze optimal renewable energy and energy efficiency investment strategies for Army facilities on an annual basis through FY 2005. The model maximizes cost, energy, load, and pollutant savings for individual or combinations of renewable and conservation investments while explicitly considering budget constraints, energy and environmental goals, and economies of scale. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.
