This paper reviews and evaluates changes made from PPB to PPBE. The change to PPBE merged separate programming and budget reviews into a single review cycle, done simultaneously rather than sequentially. Second, it incorporated a biennial budget process matched to national electoral cycles. Major strategic changes would be made in the second and fourth year of a Presidential term and minimal updating change made in the first and third years. Third, it fixed timing of the process so that planning and budgeting were clearly derivative processes driven by the Quadrennial Defense Review and the National Military Strategy. Fourth, it changed the cycle for Office of the Secretary of Defense (OSD) provision of the top level planning information to the military departments and services from annual to biennial. The result of these changes was to create a two-year decision cycle with a complete review in year one followed by limited incremental review in year two. This was meant to decrease turbulence and reduce unnecessary re-making of decisions. The desired outcome was that decisions would be made more quickly and provide the right defense products faster, while the "off-year" would help improve the focus on budget execution.

Book excerpt: The U.S. Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) System is a key enabler for DoD to fulfill its mission. But in light of a dynamic threat environment, increasingly capable adversaries, and rapid technological changes, there has been increasing concern that DoD's resource planning processes are too slow and inflexible to meet warfighter needs. As a result, Congress mandated the formation of a legislative commission to (1) examine the effectiveness of the PPBE process and adjacent DoD practices, particularly with respect to defense modernization; (2) consider potential alternatives to these processes and practices to maximize DoD's ability to respond in a timely manner to current and future threats; and (3) make legislative and policy recommendations to improve such processes and practices for the purposes of fielding the operational capabilities necessary to outpace near-peer competitors, providing data and analytical insight, and supporting an integrated budget that is aligned with strategic defense objectives. The Commission on PPBE Reform asked RAND to provide an independent analysis of PPBE-like functions in selected countries and other non-DoD federal agencies. This report, part of a seven-volume set, presents case studies of PPBE functions in the U.S. Department of Veterans Affairs (VA) and the U.S. Department of Energy's National Nuclear Security Administration (NNSA) to provide additional insights for improving DoD's PPBE processes.

Book excerpt: The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.

Book excerpt: The Department of Defense (DoD) budget is the end product of the Planning, Programming, Budgeting, and Execution process, which is submitted to Congress two years in advance of execution. Thus, the DoD will always demonstrate a monetary difference between the planning and execution phases. A significant difference between the planning and execution affects providers such as Naval Supply Systems Command (NAVSUP), which is responsible for the managing and financing of materiel. From 2007 to 2017, there has been an average budget difference of $3.1B for Operation and Maintenance, Navy appropriation. NAVSUP receives the DoD budget requirements from resource sponsors and budget submitting offices (BSOs) and determines how to invest by utilizing an inflation category code (ICC) such as Consumable parts (412) and Repairable parts (503). This study analyzed the budget differences for ICC 412 and 503 from 2007-2017; it demonstrated which budget line items (BLIs) and BSOs had the most significant contribution to these differences. For ICC 412 and 503, our analysis showed the most significant differences were observed in the years 2007-2011 and 2014-2017, and that the BLIs Mission and Other Flight Operations (1A1A) and Mission and Other Ship Operations (1B1B) demonstrated the most significant budget differences. It was also determined that BSO for Commander, U.S. Fleet Forces, and Commander, U.S. Pacific Fleet had the most significant impact on the budget differences for these BLIs.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.I. Half of all federal employees work for the Department. The annual budget for the military not only provides for those salaries, it covers the baseline and wartime operating expenses of the force, and hundreds of billions of dollars of investment in new capabilities and technologies. Given the materiality of the defense function and amount of resources it consumes, the processes for budgeting for defense and managing the funds is important to understand. This text provides a fully integrated view of defense budgeting. It takes the position that defense budgeting is a specific instance of public budgeting, and public budgeting is a specific instance of public policy. In order to fully understand how the nation budgets for defense, it first lays a theoretical and conceptual foundation for public policy and public budgeting. That is followed by an assessment of the political and policy context for defense, including the overarching federal budget process and role of Congress in setting defense policy. Only then does the text explore the specifics of defense budgeting: how, by whom, and why the budget is crafted. Beyond the topic of budgeting – formulating, requesting, and legitimating the request for funds – the book tackles financial management topics. Included are discussions of federal appropriations law, funds management, accounting requirements, intragovernmental business transactions, and contemporary topics of defense policy such as funding overseas contingency operations in an era of deficit control legislation. This is illustrated most dramatically by the failure of program budgeting (PPB) in the 1960s and resurrection of that management technique in a handful of agencies over the past decade. Beyond its present application, the significance of PPB lies in its relationship to the goals and assumptions of popular reforms associated with the performance movement. Program Budgeting and the Performance Movement examines PPB from its inception in the Department of Defense under Robert McNamara to its limited resurgence in recent years. It includes an in-depth case study of the adoption and effects of PPB at the National Oceanic and Atmospheric Administration. The fact that program budgeting is subject to the same limitations today that led to its demise four decades ago speaks to the viability of requirements, such as those imposed by the Government Performance and Results Act, that are designed to make government more businesslike in its operations.

Book excerpt: The significant feature of the new planning and programing process that was initiated within the Department of Defense in early 1961 is the approach that is taken to decision-making and control in the vital area of defense expenditures. Planning is considered in long-range terms of missions, forces, and weapon systems, i.e., resource outputs, rather than in terms of the standard appropriation categories of procurement, construction, personnel, etc. In the course of budget review, the need for hurried decisions, with their obvious drawbacks, on major programs has been reduced considerably. The annual budget is now only a part of a longer-range plan. The new process incorporates an up-to-date, Five-Year Force Structure and Financial Program, expressed in terms of forces, manpower, and dollar requirements. Since this program requires a continuous type of budget review, a Program Change Proposal System was developed to aid in achieving this requirement. In this system, approval thresholds are established to concentrate attention on the major current or prospective issues, this being an obvious application of management by exception.

Its purpose is the translation of national objectives and strategy, strategy and military operations planning, military force types and levels into specific defense programs and the development of defense programs into a budget request. As stated in Department of Defense Directive 7045.14, 'The ultimate objective of PPBS shall be to provide the operational commanders-in-chief the best possible mix of forces, equipment, and support attainable within fiscal constraints. The purpose of this study project is to review the development of the Department of Defense's Planning, Programming, and Budgeting System from a historical perspective in order to gain a better understanding of the evolutionary development in PPBS, not only as a resource allocation and decision making process, but also as a vehicle for achieving organizational change.
