This hearing is a followup to our February 24, 2000 hearing on this same subject. I asked for this hearing in order to discuss the innovative ideas to enhance recruiting and retention, those ideas that you are pursuing and those that you may be considering. I also want to get an update on the current status of the services recruiting and retention achievements as compared to your goals and to predictions that each of you made for fiscal year 2001 during our hearing on February 24. The fact that we have devoted five hearings over the past 4 years to recruiting and retention reflects the priority we assign to this issue. Despite tremendous efforts on behalf of recruiters, the recruiting chiefs, the personnel chiefs, the Department of Defense, and Congress, we re just now beginning to reverse the trends that we've seen over recent years in recruiting. The military services must be able to recruit the best and brightest young Americans to serve in the military. I do not have to remind our witnesses today we re experiencing one of the most challenging times in recruiting the highest quality young men and women. As this hearing is a continuation of a series of hearings examining the recruiting and retention programs, I want to urge our witnesses to speak with utmost candor, and share common goals in the interest of men and women serving our Nation. Working together I am confident that we can take the necessary steps to preserve the finest military system in the world. Senator Cleland has been delayed and when he arrives well give him an opportunity to make an opening statement. Senator Allard, would you like to make an opening statement? Mr. Chairman, thank you, just a brief comment, if I may. This is the first Personnel Subcommittee hearing of the year and now Ill tell you, you are to be congratulated, Mr. Chairman, for moving on to your second chair. I want to congratulate you on the hard work and I look forward to working with you in the coming year. Now, while I'm extending congratulations, I would like to praise the military recruiting commands. I know that 1999 was a bad year for many of your commands and through hard work recruiting has much improved all around. I want to congratulate you on your hard effort in that regard. These hearings, I think, Mr. Chairman, serve as a good bellwether for the Armed Services Committee. Two years ago we were in recruiting and retention paralysis because of pay, benefits, and quality of life issues. Your leadership role as the joint forces trainer, provider, integrator, and innovator is critical to the timely and coordinated transformation of our Armed Forces, and I am sure we will seek your counsel often, so we welcome you. Admiral Cebrowski, you served our Nation well as a highly decorated sailor, and now you have selflessly taken on this very difficult and challenging chore of guiding the transformation of our Armed Forces, a concept around which many opinions abound. Some would say that they are unique and unprecedented ideas, and some would say brilliant and often controversial ideas that you have advocated while in the Navy, show you to be a man of vision and courage. We are fortunate to have you in this new role. I want to thank you for your past courtesy calls to me and suggestions to this subcommittee. You both are aware of the interest of this subcommittee, for strengthening our joint warfighting ability and our interest in the timely and meaningful transformation of our Armed Forces to meet the very different threats of the future. The testimony in this subcommittee in years past makes it clear that we have focused on many areas of joint military operations and capabilities. As Senator Reed knows, the passage of the Goldwater-Nichols Act in 1986 did initiate a process that has greatly changed the way our Armed Forces operate together. It puts into place processes to assess gaps in our joint capabilities and try to really identify the requirements to fix these gaps. Members of this subcommittee have been instrumental in getting a joint experimentation process initiated. I remember well my first trip to the Atlantic Command, that is what it was called in years past, and that was under the command of Admiral Gehman, and the difficulty staff and all of us had in obtaining any funding for any joint exercise. The events of September 11, however, changed a lot of things, including the urgency with which we need to review the capability of our Armed Forces to ensure that they are organized, trained, and equipped to be adaptable and capable of deterring and, if necessary, defeating known and emerging threats to our national security. We have the processes in place that should work, but we seem to relearn the same lessons in conflict after conflict. We also hear defense experts in and out of government really lament the lack of urgency for transformation, and our inability to rapidly acquire the new capabilities that we need. As we consider Nnsa's fiscal year 2002 budget request, our second such request since the agency's formation, we want to make sure that NNSA is putting together the best possible program to continue to ensure a strong national deterrent. I know General Gordon has been working tirelessly to bring together his team at the Nnsa and to reorganize the Department of Energy's (Doe) Defense Programs to provide a cohesive management structure that avoids the pitfalls that have plagued these programs in the past. Over the past 2 years, there have been several reports examining programs now in the Nnsa. These reports were critical of DOE's management, security failures, infrastructure, of personnel retention and replacement policies, as well as specific campaigns or projects. The underlying theme through virtually all of the reports was the enormity of the challenges facing Nnsa. Although there was agreement that we have the best and brightest people working on the worlds most impressive science program, there were also deep reservations about the general health of the program. With the formation of the Nnsa, we sought, and continue to seek, a new chance to provide a world-class, science-based nuclear weapons program and matching world-class operations, infrastructure, and workforce to carry us well into the 21st century. As we hear from our witnesses today, I hope we can learn how to move beyond the system that in some places seems to be repaired with a short-term fix instead of a comprehensive program which at the end of 10 years will still provide a durable infrastructure and a lasting legacy. I hope we can learn how to make sure we have a highly skilled workforce equal to our existing scientists, engineers, and technicians. Our Cold War warriors need to see an increase in apprentices whose training has occurred since the end of the Cold War. Perhaps more importantly, our next generation of workers needs some onsite training alongside experienced weapons designers. Our seasoned workforce offers unique expertise that is of great value, and such a resource should not be wasted. Challenges to our Nations weapons programs, infrastructure, and workforce expose us to a variety of vulnerabilities now and in the future. Although some of the fixes will require additional funding, many of the existing problems may be fixable with innovation, better management practices, and disciplined funding plans, not more money. The subcommittee also would like to hear about specific issues pertaining to how the Nnsa is meeting its national security requirement. Accordingly, the subcommittee is interested in hearing about the progress with our capability to produce replacement tritium. Additionally, we are interested in hearing about our progress with plutonium and pit production, including both short and long-term solutions. We are interested in knowing about our major campaigns, including the National Ignition Facility (NIF) and the Advanced Simulation and Computing Initiative (Asci).
