Book excerpt: Excerpt from Department of Defense Authorization for Appropriations for Fiscal Year 1996 and the Future Years Defense Program: Hearings Before the Committee on Armed Services, United States Senate, One Hundred Fourth Congress, First Session on S. 1026, Authorizing Appropriations for Fiscal Year 1996 for Military Activities of the Department of Defense, for Military Construction The Subcommittee on Strategic Forces meets today to receive testimony from the Navy and the Army on the U.S. ballistic missile defense requirements and programs. Both services are currently developing and testing the systems that will form the bedrock of America's future theater missile defense, TMD, architecture. Once deployed, these systems will fill a gap in America's defensive capabilities that has existed for far too long. Since the Persian Gulf war, the need for effective theater missile defenses has become increasingly obvious. Without these capabilities, even relatively minor military powers will be able to inhibit and undermine America's ability to project power and maintain forward presence. As the threat has become more salient, it has also become obvious that no single system or TMD system can fulfill the entire range of requirements. The Navy is well suited for the ballistic missile defense mission. With over $40 billion already spent on the Aegis infrastructure, it would be irresponsible not to take maximum advantage of this investment. A naval TMD system offers several unique attributes that make it particularly attractive: it would not depend on overseas bases or airlift to be deployed; it would avoid concerns over foreign sovereignty; and it would provide a missile defense umbrella over friendly forces attempting to gain control over a theater of operations. While I strongly support the Navy Lower Tier Program, and am pleased that it is a core BMDO program, I must say that I do not understand the decision to delay the Upper Tier Program. In my view, we should proceed with both tiers simultaneously and aggressively. Once the Navy completes its cost and operational effectiveness assessment in October, it would seem to make sense to finalize operational requirements and system design and get on with the Upper Tier major acquisition program. The Army's TMD program appears to be in good shape. With the THAAD program beginning flight testing this year, we are well on the way to acquiring a genuine wide-area defense system. Patriot PAC-3 also seems to be on track. The one area where I have real concerns is with the Corps Sam. The international teaming arrangement that is being developed seems to present more questions than answers at this time. In addition to its role in the area of TMD, the Army brings decades of practical experience to bear on the problem of national missile defense. In a world where missile threats are becoming more numerous, sophisticated, and long-range, we will surely want to draw on this expertise. The Army and the Navy are to be commended for the way they have begun to work together on TMD. In an era of tight budgets and never-ending roles and missions studies, this is quite an accomplishment. I was particularly pleased to hear the Chief of Naval Operations and the Army Chief of Staff testify that Army and Navy TMD programs are not competitors, but complementary efforts, each equally essential. I believe that the services have a lot to learn from one another in this area, and I urge them to continue with this cooperation. Nora Slatkin, the Assistant Secretary of the Navy for Research, Development, and Acquisition; and Vice Adm. Joe Lopez, the Deputy Chief of Naval Operations Resources, Warfare Requirements, and Assessments. The titles are so comprehensive it is clear that there are very few, if any, areas within the Department of the Navy that our two witnesses do not personally touch the decision making authority in some way. Consequently, they are both in an excellent position to address the thorn modernization and procurement issues that this years defense budget forces us to confront. Although current readiness is a central concern of the full committee, I intend to focus our inquiry today on current trends in the Navy's plans for recapitalization and modernization, with specific emphasis on its shipbuilding program. A quick review of the defense budget is revealing: It has declined continuously over the past 10 years. Investment accounts, procurement, Rd have declined 60 percent. The procurement budget is at its lowest level since before the Korean war. This decline has been both absolute and relative. The relative weightings of the investment and operating accounts have been inverted; procurement has become the bill paver for efforts to prop up current readiness. These continuously declining defense budgets, particularly in an environment of unexpectedly intense operational demands, have generated conditions that prevent the Navy and the other military departments from adequately planning beyond the budget year. Annual requirements-based budgeting, during a downward budget spiral, has become an exercise in 5-year planning one year at a time as new reactive, short-notice cuts are directed each year. This budget, like the previous two, forces recapitalization further into the out years, creating a modernization bow wave that may prove insurmountable. While catch phrases such as "recapitalization" and "rightsizing" convey an optimistic view of the future, the numbers tell quite a different story. In last years budget, the Department planned to procure 22 ships during the fiscal years 1996 through 1999. This years budget plans for only 15, a decrease of some 30 percent. Further, the fleet that must be sustained has increased in size as operational demands have outpaced last years rightsizing project projections. Last year the Navy, spoke of a fleet of about 330 ships. This year it has been forced to buy back a number of FFG-7s to meet the intense operational demands of post-Cold War littoral operations. This year's budget will produce only three ships. It proposes the final increment or payment for the SSN-23 and procures only two other service combatants. Next year's budget will do no better. Simple arithmetic makes it clear that we are not buying enough ships in the foreseeable future to sustain a fleet of about 345 ships, including 11 aircraft carriers. Senator Levin, one or two disappointments in my lifetime the first one was not achieving Navy gold wings. Unfortunately, World War II had ended, and they did not need youngsters in the pipeline anymore and we all went home. But ever since then I have been highly envious of those of you who sought as your professions aviation. It is a very challenging and high-risk occupation. I realize, and I think most realize, that every day you get in that cockpit there is a certain measure of personal risk. I want to thank each of you, and the tens of thousands like you wherever they are today, for having made this contribution to our Nation's security. The work of this committee, however, is to try and evaluate the various programs brought forth by the Commander-in-Chief, the President, the Secretary of Defense, and the Secretaries of the Air Force and Navy. Therein, again, I have had the privilege of having a good deal of experience through the years. It is particularly sad for me to address this morning the F-14 program, a program that was brought in while I served in the Department of the Navy, and have spent a good many hours in the rear seat of that aircraft in the early days. But it is a fine airplane, it served the country well, and I hope that we can put fixes in to allow it to continue that service to the Nation with such service life technically that we can get out of it. The Jast program - I was just sort of sitting here scratching a note or two - the challenges here are almost like going to the moon, and this time it is Tac Air. There is a high technical risk, there is a high financial risk, and there is a high political risk, all three of them wrapped up in this program. We are very anxious to hear from you this morning on that. General. So I will not take further time. We are anxious to hear from the witnesses, but I would like to turn to my distinguished colleague. We have been together now-we came together some 18 years ago to the United States Senate, and we have worked side by side and traveled the world together to some very challenging assignments. Who knows? With a little luck we might be sitting here a while longer. I am privileged to have you here as the ranking member of our subcommittee. [The prepared statement of Senator Warner follows: ] Prepared Statement by Senator John Warner Today's topic - Tactical Aviation - is one that has a record of magnificent achievements but also of terrible program failures, for I hope to address both side of this record in today's hearing. Several items arc of particular interest to me. Last year Senator Levin and I closely examined the issue of concurrence in the F-22 program, as well as program difficulties at critical design review. I look forward to receiving an update on this program. The joint advanced strike technology program is a promising start at rationalizing tactical aviation program. Unfortunately, it is one of many starts in recent years, not all of which got off the ground, sometimes at great cost. Indeed, many of those programs had less ambitious goals than JAST. Now, with the services answering their needs with separate programs for the present, we hear that the future under jar will be better, f hope so. However it will take more than hope to provide the Navy with a deep strike capability from its carriers, and to provide a vertical take off jet for the Marines, or to provide an K-16 replacement for the Air Force.
