This book was released on 2010-03-04 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Transport Committee calls on the Government to implement the vision for transport - including improved traffic flows on motorways, rail electrification and high speed rail, reducing greenhouse gas emissions from transport - that has been established under the current Secretary of State, Lord Adonis. The Department has made progress in a number of important areas, both recently and over the past decade, and has also established a new sense of direction, despite a too-frequent change of ministers. The Committee reviews progress against the Government's integrated transport plan, 'Transport 2010', which was adopted in 2000. Whilst much has been achieved, the ambition to build up to 25 light rail lines has not. It calls on the Government to publish a comprehensive progress report against the targets that it set itself. It also calls for strong action on local bus services which, outside London, are still not integrated with other local transport services. Bus use outside London continues to decline, apart from a slight increase after the introduction of free bus travel for older and disabled people. The Committee calls for full implementation of the Local Transport Act which gives local authorities powers to introduce bus quality partnerships and quality contracts; and for the Traffic Commissioners to be given adequate resources to carry out punctuality monitoring.

This book was released on 2011-01-11 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report details a new approach to scrutinising the financial performance of the Department for Transport during the life of this parliament. The strategy rests on innovations agreed with the Department designed to make it easier for the Committee to compare information in the departmental annual review with that provided in the estimate of expenditure. These changes are to be welcomed as they will make it easier to hold the Government to account about the delivery of its transport policy pledges including those made in the recent comprehensive spending review. However, it is essential that in moving to a simplified structure for the annual estimate of expenditure, important detail about departmental spending is not hidden from public view. The Committee will be carefully monitoring the new arrangements to ensure that this is not the case

This book was released on 2011-03-02 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Transport Committee calls on the Government to publish a White Paper on its transport strategy, explaining in particular how spending on transport will deliver economic growth and development. Such a strategy must set objectives for all transport spending and explain the criteria Ministers will use to decide between different claims on limited financial resources. The report welcomes the commitment to undertake transport investment that will deliver sustainable growth and enterprise, including 'green' industries, balanced across all sectors and in a manner that will reduce regional disparities. Ministers must however ensure that this vision for transport investment is backed up by a pro-active and fully integrated economic development strategy. This is so far absent. The current Government has swept away the regional tier of planning and many institutions that played a key role in the development of strategic priorities for transport spending in support of economic development. This has created a vacuum that has left regions without the institutions and arrangements they need to plan and prioritise sub-national transport schemes and other significant transport infrastructure. The Coalition also needs a much stronger strategy for developing the UK's major ports and airports. The Government must also do more to correct regional disparities in transport investment. The Department for Transport's 'New Approach To Appraisal' process, which plays such a major role in deciding which transport schemes get Government funding, is highly controversial. Small schemes, including sustainable transport projects, may be cut disproportionately under new transport funding arrangements.

This book was released on 2012-02-23 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: While this report welcomes the additional investment in road and rail infrastructure projects announced in the Autumn Statement, it expresses concern that the regions are not as well provided for as London and the south east. There are also real concerns about how those projects were chosen. Ministers need to provide much more information about how the department's funding of the Regional Growth and Growing Places Funds has been used. While the presentation of financial information is in a clearer, simpler format than previous years, the key performance indicators fail to show whether the DfT's policies are effective and, overall, the DfT's 2010-11 annual report gives a very thin account of the department's performance during the year. The Department must publish much more information about changes made to its budget within any given year. MPs noted that the DfT underspent on its budget in 2010-11 by more than the budget cuts made during the year. They recommend that the new rail schemes announced in the autumn statement be regarded as additional to those which the Government will agree to fund as part of planning for the 2014-19 rail spending period. Finally, the Committee repeats its call for the Department to publish a national transport strategy to explain what the Government aims to achieve by spending money on transport and how its policies support these aims.

It is based on national accounts definitions and covers spending by the whole of the public sector.

Download or read book Water Policy in Minnesota written by K. William Easter and published by Routledge. This book was released on 2014-04-23 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Minnesota has a unique role in U.S. water policy. Hydrologically, it is a state with more than 12,000 lakes, an inland sea, and the headwaters of three major river systems: the St Lawrence, the Red River of the North, and the Mississippi. Institutionally, Minnesota is also unique. All U.S. states use Total Maximum Daily Load (TMDL) approaches to addressing impaired waters. Every TMDL requires a substantial investment of resources, including data collection, modeling, stakeholder input and analysis, a watershed management plan, as well as process and impact monitoring. Minnesota is the only state in the union that has passed legislation (the 2007 Clean Water Legacy Act) providing significant resources to support the TMDL process. The book will be an excellent guide for policymakers and decision makers who are interested in learning about alternative approaches to water management. Non-governmental organizations interested in stimulating effective water quality policy will also find this a helpful resource. Finally, there are similarities between the lessons learned in Minnesota and the goals of water policy in several other states and nations, where there are competing uses of water for households, agriculture, recreation, and navigation.
Download or read book Energy Law in South Africa written by Willemien du Plessis and published by Kluwer Law International B.V.. This book was released on 2022-06-20 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides a systematic approach to legislation and legal practice concerning energy resources and production in South Africa. The book describes the administrative organization, regulatory framework, and relevant case law pertaining to the development, application, and use of such forms of energy as electricity, gas, petroleum, and coal, with attention as needed to the pervasive legal effects of competition law, environmental law, and tax law. A general introduction covers the geography of energy resources, sources and basic principles of energy law, and the relevant governmental institutions. Then follows a detailed description of specific legislation and regulation affecting such factors as documentation, undertakings, facilities, storage, pricing, procurement and sales, transportation, transmission, distribution, and supply of each form of energy. Case law, intergovernmental cooperation agreements, and interactions with environmental, tax, and competition law are explained. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for energy sector policymakers and energy firm counsel handling cases affecting South Africa. It will also be welcomed by researchers and academics for its contribution to the study of a complex field that today stands at the foreground of comparative law.
