The Qualifications covered non-compliance with international reporting standards on the treatment of some contracts; lack of audit evidence on the valuation of inventory (worth some £3 billion) and of capital spares (worth some £7 billion); and on the regularity of the Accounts because of the failure to obtain approval for the remuneration package of the Chief of Defence Materiel. The MoD was also five months late in submitting its audited accounts to Parliament. The National Audit Office had found errors in its sample examination of accruals and so the MoD decided to resolve these problems before submitting the accounts. The MoD said they did not have the necessary expertise to manage the financial complexity that featured in the implementation of the Strategic Defence and Security Review so sought assistance. The MoD should ensure its people have the right skills to deal with all financial problems so that they do not need to bring in expensive external accountants. There is also concern about the MoD's reluctance to estimate the full costs of its operations in Afghanistan, Iraq and Libya. The NAO did not consider that the MoD has adequate information, especially with respect to recording the cost of its activities and outputs, to run its business effectively. The MoD should set out its commitment to improving its management information. It is also vital that defence spending remains at more than 2 per cent of GDP in line with the UK's NATO commitment.

Book excerpt: In this report the National Audit Office identifies issues and risks which may arise as the Department for Transport devolves more control over funding and delivery of transport services to local bodies. The Department has recently announced proposals to devolve funding for major transport schemes to new local transport bodies and is also consulting on devolving bus funding and some responsibilities for rail services to local authorities. The spending watchdog is calling on the Department to clarify its approach as it implements these changes and moves into the new ways of working. This includes being clearer on who is accountable for local transport funding and how they will be held to account. The Department has already said it will assess whether local transport bodies have appropriate systems and processes in place. But it should clarify how it will check that these devolved arrangements continue to meet its standards and what action it will take if standards are not met. In the context of increasing pressure on local budgets, the Department should clarify how local transport data can be better used to judge value for money and to compare performance between local areas. It also needs to identify areas and activities most at risk of a drop in performance and clarify under what circumstances it would expect to intervene.

Book excerpt: The Sovereign Grant Act 2011 which came into effect from 1 April 2012 consolidated the funding provided to support the official duties of the Queen and maintain the Occupied Royal Palaces that up to 31 March 2012 had been provided under the Civil List and the Grants-in-aid for the maintenance of the Occupied Royal Palaces, Royal Travel and Communications and Information. The Queen's official expenditure is met from public funds in exchange for the surrender by The Queen of the revenue from the Crown Estate. The Sovereign Grant was set at 31.0 million pounds for 2012-13. Official expenditure met by this Grant in 2012-13 amounted to 33.3 million pounds, an increase of 0.9 million (2.6 percent) in absolute terms and a decrease of 0.2 percent in real terms compared to the previous year. The equivalent of the excess of expenditure over the Sovereign Grant of 2.3 million in 2012-3 was drawn down from the Sovereign Grant Reserve. From 2013-14 the Sovereign Grant will be calculated based on 15 percent of the income account net surplus of the Crown Estate for the financial year two years previous. The Crown Estate surplus for the financial year 2011-12 amounted to 240.2 million pounds thereby producing a Sovereign Grant of 36.1 million for 2013-14

This is in contrast to many other countries where the concept of an 'economic constitution' is well established, as it is in the law of the European Union. Given the extensive role of the state in attempting to resolve recent financial crises in the UK and elsewhere in Europe, it is particularly important to develop such an analysis. This book sets out different meanings of an economic constitution, and applies them to key areas of economic management, including taxation and public borrowing, the management of public spending, (including the Spending Review), monetary policy, financial services regulation, industrial policy (including state shareholdings) and government contracting. It analyses the key institutions involved such as the Treasury and the Bank of England, also including a number of less well-known bodies such as the Office for Budget Responsibility. There is also coverage of the international context in which these institutions operate especially the European Union and the World Trade Organisation. It thus provides an account of the public law applying to economic management in the UK. This book also adopts a critical approach, assessing the degree to which there is coherence in the arrangements for economic management, the degree to which economic policy-making is constrained by constitutional norms, and the degree to which economic management is subject to deliberation and accountability through Parliament, the courts and other institutions.

Book excerpt: While this report welcomes the additional investment in road and rail infrastructure projects announced in the Autumn Statement, it expresses concern that the regions are not as well provided for as London and the south east. There are also real concerns about how those projects were chosen. Ministers need to provide much more information about how the department's funding of the Regional Growth and Growing Places Funds has been used. While the presentation of financial information is in a clearer, simpler format than previous years, the key performance indicators fail to show whether the DfT's policies are effective and, overall, the DfT's 2010-11 annual report gives a very thin account of the department's performance during the year. The Department must publish much more information about changes made to its budget within any given year. MPs noted that the DfT underspent on its budget in 2010-11 by more than the budget cuts made during the year. They recommend that the new rail schemes announced in the autumn statement be regarded as additional to those which the Government will agree to fund as part of planning for the 2014-19 rail spending period. Finally, the Committee repeats its call for the Department to publish a national transport strategy to explain what the Government aims to achieve by spending money on transport and how its policies support these aims.

Book excerpt: The Treasury acts as both the finance ministry and economic ministry but it appears to neglect its role as finance ministry. Its own accounts are impenetrable and there are many instances of poor decision making by departments, which the Treasury could and should have prevented. While staff turnover fell in 2011-12, it is still very high. Furthermore, the Treasury remains committed to cutting its headcount by a third and there are still very few women at senior levels. The support provided to banks in the last crisis helped prevent the banking system from collapse. The Treasury has successfully withdrawn nearly all of the taxpayer guarantees to banks but the taxpayer still owns some £66 billion of shares in RBS and Lloyds, a sum which is yet to be recovered. The Treasury has not convinced that it understands either the risks it has taken on by indemnifying the Bank of England against losses on Quantitative Easing or the expected economic benefits. Some £375 billion has so far been injected into the economy as an 'experiment' but the Department could not explain what the effect has been on the whole economy or on different parts of society. The National Loans Guarantee Scheme achieved just 15 per cent of its intended take-up and has now been superseded by a more generous Bank of England scheme. The Treasury needs to be clear what it wants this Bank of England scheme to achieve, and how it intends to monitor it.

Book excerpt: Mark Twain observed, “I'm in favour of progress; it's change I don't like.” Coal dominates Indian energy because it’s available domestically and cheap (especially without a carbon tax). If the global focus is on the energy transition, how does India ensure a just transition? Managing winners and losers will be the single largest challenge for India’s energy policy. Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal. How this happens cost-effectively and with least resistance isn’t just a technical or economic question, it depends on the political economy of coal and its alternatives. Some stakeholders want to kill coal. A wiser option may be to first clean it up, instead of wishing it away. Across 18 chapters, drawing from leading experts in the field, we examine all aspects of coal’s future in India. We find no easy answers, but attempt to combine the big picture with details, bringing them together to offer a range of policy options.
