Book excerpt: In 2007-08, the Department for Environment, Food and Rural Affairs (the Department) received £3,617 million from the Treasury. The Accounting Officer is expected to manage these resources efficiently and effectively to deliver a range of services and operations within the funding provided by Parliament. The Department failed to allocate final budgets to each of its business areas until five months into the 2007-08 financial year because: (a) planned expenditure was in excess of funds provided; (b) budget holders did not declare all financial commitments from the outset; and (c) the costs of unforeseen floods and the outbreaks of animal disease had to be managed. A similar situation had arisen in 2006-07 when the Department had to make mid-year budget reductions of £170 million to avoid the risk of overspending. The late notification of the reductions had an adverse impact on performance. In part the problems arise from the difficulties faced in sponsoring 31 delivery bodies, each with its own administrative functions and with different approaches to setting budgets and monitoring progress. Obtaining timely and realistic financial reports from delivery bodies was also difficult. A lack of awareness amongst the Department's Board Members of good financial management practice, together with cultural issues which did not prioritise financial management at a corporate level, added to the challenges. The Department's Management Board has since put in place more rigorous financial and outcome monitoring systems. Having agreed budgets for 2008-09 that accord with the Department's allocation from the Comprehensive Spending Review 2007, the problems of 2006-07 and 2007-08 are not expected to recur in 2008-09.

Book excerpt: The Department for Environment, Food and Rural Affairs and its Animal Health agency successfully contained limited outbreaks of Avian Influenza and Foot and Mouth Disease in 2007. The estimated £33 million expenditure by Animal Health in 2007-08 on dealing with these exotic disease outbreaks has represented good value for money when compared to the economic costs of these diseases becoming more widespread. The control of some of the more serious endemic diseases has been managed less successfully. Good progress has been made with the control of Bovine Spongiform Encephalopathy (BSE), Scrapie and Salmonella, but Bovine Tuberculosis has continued to spread. In 2007-08, tackling Bovine Tuberculosis accounted for 39 per cent of Animal Health's total expenditure. Herd restrictions are applied immediately when disease is identified, but compliance with the requirements for routine testing to detect disease is not rigorously enforced. There are no national standards on farm biosecurity to minimise the risk of diseases spreading. The Department, Animal Health and other inspection bodies, such as local authorities, do not systematically collect and share information about biosecurity risks. Beekeepers have reported unusually high losses of honeybees in recent years and, now that the Varroa parasite is endemic, honeybee colonies are more vulnerable to other diseases. Controlling Varroa and monitoring of other diseases is hampered by the limited inspections of colonies carried out by the Department's National Bee Unit. An estimated 20,000 beekeepers are not known to the Unit's inspectors and are less likely to notify the Department of any diseases.

Book excerpt: This report summarises the results of the European Court of Auditors' examination of the European Union's accounts for 2007 and progress on the range of initiatives taken forward by the Commission and Member States. For the first time the Court provided a positive Statement of Assurance, without qualification, on the reliability of the Commission's accounts, in effect confirming that they give a true and fair view. But for the fourteenth successive year the Court did not provide a positive Statement of Assurance on whether the underlying transactions conformed to applicable laws and regulations. Cohesion Policy funds, which are designed to reduce disparities in the level of development between regions and Member States, for example by supporting major infrastructure projects, remain the most challenging component. Based on its audit work, the Court estimates that, for expenditure on Cohesion projects, at least 11 per cent should not have been reimbursed by the Commission in 2007. This conclusion reflects weakness in controls at Member State level, but also the difficulty of implementing complex programmes. In the Cohesion Policy area the Commission has increased the rate at which it recovers incorrect payments from Member States, from 287 million euros in 2007 to 843 million in September 2008, and it predicts that further corrections will be finalised in Spring 2009. Financial corrections in future years could have an impact on the United Kingdom.

Book excerpt: In recent decades agricultural commodity surpluses in the developed world have contributed to a mantra of 'land surplus' in which set-aside, extensification, alternative land uses and 'wilding' have been key terms in debates over land. Quite suddenly all this has changed as a consequence of rapidly shifting commodity markets. Prices for cereals, oil seeds and other globally traded commodities have risen sharply. A contributor to this has been the shift to bioenergy cropping, fuelled by concerns over post-peak oil and climate change. Agricultural supply chain interests have embraced the 'new environmentalism' of climate change with enthusiasm, proudly proclaiming the readiness of the industry to produce both food and energy crops, and to do so with a neo-liberal confidence in markets to determine the balance between food and non-food crops in land use. But policy and politics have not necessarily caught up with these market and industry-led changes and some environmentalists are beginning to challenge the assumptions of the new 'productivism'. Is it necessarily the case, they ask, that agriculture's best contribution to tackling climate change is to grow bioenergy crops or invest in anaerobic-digesters or make land over for windfarms? Might not there be an equally important role in maximising the carbon sequestration or water-holding properties of biodiverse land? What is Land For? tackles these key cutting-edge issues of this new debate by setting out a baseline of evidence and ideas.
