Book excerpt: The volume attempts to gauge and analyse the level of denial and deprivation faced by Indian Muslims by evaluating their status after a gap of several years of Sachar Committee (2006) and Rangnath Mishra Commission (2007) Reports. It presents and discusses the current conditions with respect to outcome indicators such as population, education, economy, poverty, unemployment, consumption level, availability of bank loans, infrastructure and civic facilities and representation in government employment. By placing facts in perspective, it also discusses community-specific issues such as use of Urdu, madrasa education and Waqf. In the post-Sachar era, governments started many schemes to improve the condition of Muslims whose reach and impact is assessed with the help of latest data. It presents the social structure of Muslims, presence of OBCs and Dalits and suggests a practical pattern for reservation. It follows up the process of implementation of recommendations of these reports and highlights how the governments adopted tokenism, attempted to implement minor recommendations and shied away from major ones. The volume highlights the lopsided attitude of the previous UPA governments, hostile attitude of the present NDA regime and accelerated marginalization of Muslims in today’s scenario due to open discrimination, mob-violence, lynching and hate crimes in the name of various communal issues. We are in pursuit of something more: the Law and its truth. This fundamental question must be scientifically solved, and in such an in-depth approach that only philosophy, traditionally understood as "knowledge by its first and principle causes, obtained under the natural light of reason," can give us the answer. the current thesis takes up the problem of knowledge and its theories of being and truth, to later contrast them with various juridical currents. Two different paths, processes and objects to reach the same conclusion. the result wasn't easy, but we believe we contributed with a juridical theory with seven rules of truthfulness, that from our humble point of view, solves the conflict over Law, its essence and properties. What is Right? What is Law? Does a juridical science exist? Does a true theory of Law exist or does each one of us have their own truth? These were the central questions we tried to answer in the current thesis; to demonstrate through reason the considerations raised here and to somehow contribute in a positive way to the growing relativism of this subject.

At stake for Plenel is not just solidarity but fidelity to the memory and heritage of emancipatory struggles and he writes in defence of the Muslims, just as Zola wrote in defence of the Jews and Sartre wrote in defence of the blacks. For if we are to be for the oppressed then we must be for the Muslims.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Book excerpt: Among several contesting views about the purpose of development and how progress should be evaluated, human rights and capabilities (or human development) stand out as two approaches that are concerned first and foremost with the well-being of individuals, their freedom, dignity and empowerment. These two approaches contrast sharply with the dominant development frameworks that emphasize economic growth as the essential objective. Though human rights and capabilities share these common commitment to human priorities, they are distinct concepts and fields that have developed separately. The aim of this volume is to explore the relationship between them in order to enhance the understanding of both as theoretical paradigms, as public policy frameworks and as approaches to development. The book includes contributions from some of the leading scholars in the two fields of capabilities approach and human rights. It covers the essential aspects of this relationship: addressing the complementarities between human rights and capabilities as theoretical concepts; how the concept of capabilities can contribute to resolving some key theoretical issues in human rights; how the social science analysis and methods of the capabilities approach can clarify human rights concepts and strengthen human rights advocacy; and how human rights norms can strengthen public policy and mobilize collective action to demand greater accountability in placing human priorities first in public policy. Human Rights and the Capabilities Approach raises many questions for further inter-disciplinary conversation and further research.
