In this comprehensive global history, Alan Mayne explores the evolution and meaning of the word “slum,” from its origins in London in the early nineteenth century to its use as a slur against the favela communities in the lead-up to the Rio Olympics in 2016. Mayne shows how the word slum has been extensively used for two hundred years to condemn and disparage poor communities, with the result that these agendas are now indivisible from the word’s essence. He probes beyond the stereotypes of deviance, social disorganization, inertia, and degraded environments to explore the spatial coherence, collective sense of community, and effective social organization of poor and marginalized neighborhoods over the last two centuries. Neighbourhood decline and deprivation has resulted where there are high concentrations of properties that are difficult to let or sell, where there is a loss of population and an inability to attract new households. Nine new sub-regional partnerships or "pathfinders" were set up, with considerable freedom in determining their approach to low housing demand. The NAO has set out a number of recommendations, including: the Department of Communities and Local Government should clarify arrangements for the delivery of the Housing Market Renewal programme alongside local authority housing market assessments; the Department should also clarify the role of Government Offices in helping to support regional delivery as well as the terms of reference for both Government Offices and the Department in matters of leadership, oversight and monitoring of the programme; the Department should be clearer about its expectations for the renewal programme's contribution to delivering non-housing regeneration, such as better schools, transport and neighbourhood management; that any Housing Market Renewal demolition schemes are based on up-to-date market analysis; the Department should also clarify how it is expected to achieve alignment with regional strategies for higher housing growth; the Department should also develop the performance framework, including value for money indicators and that there should be a comparison of outcomes between low demand areas subject to Housing Market Renewal and those low demand areas that are not.

China’s rapid socio-economic transformations since 1978 have been in large part attributed to China’s state transformations. The author closely investigates Ningbo’s two downtown redevelopment projects by conducting ethnographic fieldwork and documentary research. It is found that the local entrepreneurial state deploys local state enterprises to undertake strategic urban redevelopment projects, organizes high-profile city/district marketing campaigns in entrepreneurial manners, and develops corporatist intermediations with local business owners for collaborative urban governance. Yet the local entrepreneurial state is multi-layered, with the municipal and district authorities sometimes disagreeing, conflicting, and bargaining with each other. Meanwhile, the relationship between spaces and their users, as well as that between various space users, constantly changes. All these players and their interactions constitute “spatial politics”, or the story of conflicts, struggles, negotiations, and collaborations in urban governance. This work, based on six months of fieldwork, will appeal to scholars in the social sciences and experts in Asian Studies.

In the recent two decades, the Chinese urban housing stock underwent a significant, if not extreme, transformation. From 1949 to 1998, the urban housing stock in China largely depended on the public sector, and a large amount of public housing areas were developed under the socialistic public housing system in Beijing and other Chinese cities. Yet in 1998, a radical housing reform stopped this housing system. Thus, most of the public housing stock was privatized and the urban housing provision was conferred to the market. The radical housing privatization and marketization did not really resolve but intensified the housing problem. Along with the high-speed urbanization, the alienated, capitalized and speculative housing stock caused a series of social and spatial problems. The Chinese government therefore attempted to reestablish the social housing system in 2007. However, the unbalanced structure of the Chinese urban housing stock has not been considerably optimized and the housing problem is still one of the most critical challenges in China.

Book excerpt: The Emerging Politics of (Re) making Cairo's Old Quarters examines postcolonial planning practices that aimed to modernise Cairo’s urban spaces. The author examines the expanding field of postcolonial urbanism by linking the state’s political ideologies and systems of governance with methods of spatial representations that aimed to transform the urban realm in Cairo. Adopting an interdisciplinary approach, the study draws on planning, history and politics to develop a distinctive account of postcolonial planning in Cairo following Egypt’s 1952 revolution. The book widely connects the ideological role of a different type of politicised urbanism practised during the days of Nasser, Sadat and Mubarak and the overarching policies, institutions and attitudes involved in the visions for (re) building a new nation in Egypt. By examining the notion of remaking urban spaces, the study interprets the ambitions and powers of state policies for improving the spatial qualities of Cairo’s old districts since the early 20th century. These acts are situated in their spatial, political and historical contexts of Cairo’s heterogeneous old quarters and urban spaces particularly the remaking of one of the city’s older quarts named Bulaq Abul Ela established during the Ottoman rule in the thirteenth century. It therefore writes, in a chronological sequence, a narrative through time and space connecting various layers of historical and contemporary political phases for remaking Bulaq. The endeavor is to explain this process from a spatial perspective in terms of the implications and consequences not only on places, but also on the people’s everyday practices. By deeply investigating the problems and consequences; the strengths and weaknesses; and the state’s reliability to achieve the remaking objectives, the book reveals evidence that shifting forms of governance had anchored planning practices into a narrow path of creativity and responsive planning.

Many attempts to deal with these problems have either failed or presented poor value for money. Shelter is not enough is an up-to-date evaluation of the issues. It traces the development of multi-storey housing in Britain from its early beginnings, to the period from the mid-1950s to the early 1970s when most of the contemporary legacy of estates was built. The problems in use are examined as are the responses of the authorities faced with mounting technical and social difficulties. Drawing on an analysis of past practice, a 'model framework' is defined which can help to create successful approaches for the regeneration of multi-storey housing. From the experience of the development of multi-storey housing in Britain, its problems and attempted solutions, implications are drawn for public policy, and a strategic approach is outlined which can reform the estates and reintegrate them into the mainstream urban environment. Finally, the British experience is placed in a broader context - the parallel problems surrounding multi-storey estates in Europe, and the contribution transformed multi-storey estates might make in creating more sustainable cities in the millennium. This book provides valuable information for all those involved in urban regeneration - academics and students of housing, architecture and urban studies; development officers, designers and others working in the practice of estate regeneration.
