Daraus ergibt sich, dass zur Erhaltung eben dieser demokratischen Ordnung eine Vermittlung von demokratischen Werten und Demokratiekonzepten insbesondere im institutionellen Bereich unabdinglich und daher von herausragender Bedeutung ist. Mit Blick auf den Charakter eben jener Vermittlung markiert das Stichwort des „Demokratie-Lernens“ einen absoluten Eckpfeiler und soll demgemäß im Rahmen dieser Arbeit einer detaillierten Betrachtung unterzogen werden. So werde ich zunächst versuchen den Begriff des „Demokratie-Lernens“ zu definieren und zu charakterisieren, wobei dies mit einigen Schwierigkeiten verbunden ist, da er in diversen Wissenschaftsbereichen verwendet wird. Es gilt also zunächst eine grundlegende Vorstellung vom Begriff selbst mit den jeweiligen fachspezifischen Unterschieden und Gemeinsamkeiten herauszuarbeiten, um im weiteren Verlauf (Kapitel 2.3.) die Relevanz des Demokratie-Lernens für das gesellschaftliche und institutionelle Funktionieren der Demokratie in Deutschland darlegen zu können. In Kapitel 3 möchte ich dann den Beobachtungsschwerpunkt auf die Realisierungsmöglichkeiten im schulischen Kontext setzen und dabei auch die konkrete und allgemein anerkannte Konzeption von Gerhard Himmelmann präsentieren und schließlich kritisch reflektieren. Mit der Frage warum Demokratie-Lernen in der Schule nur einhergehend mit genügend Partizipationsmöglichkeiten für die Schülerinnen und Schüler funktionieren kann, befasst sich das 4.Kapitel. Da dieser sehr „praxisnahe“ Bereich meiner Meinung nach von starkem Einfluss ist, werde ich an dieser Stelle mit Hilfe der „Schülervertretung“ am konkreten Beispiel aufzeigen, welche Effekte u.a. zu erwarten sind und warum eine reine Vermittlung politischen Wissens nicht zum Ziel des mündigen Bürgers führen kann. Abschließend wende ich mich zudem der vieldiskutierten Problematik zu, wer denn eigentlich in der Institution Schule die Verantwortung für die Vermittlung von Demokratiekompetenzen trägt und somit mit der Aufgabe des Demokratie-Lernens beauftragt ist oder auch beauftragt sein sollte.
