In fact, a majority of residents in metropolitan and suburban areas consider congestion their most serious local problem. As citizens have become increasingly frustrated by repeated traffic delays that cost them money and waste time, congestion has become an important factor affecting local government policies in many parts of the nation. In this new book, Anthony Downs looks at the causes of worsening traffic congestion, especially in suburban areas, and considers the possible remedies. He analyzes the specific advantages and disadvantages of every major strategy that has been proposed to reduce congestion. In nontechnical language, he focuses on two central issues: the relationships between land-use and traffic flow in rapidly growing areas, and whether local policies can effectively reduce congestion or if more regional approaches are necessary. In rapidly growing parts of the country, congestion is worse than it was five or ten years ago. But Downs notes that the problem has apparently not yet become bad enough to stimulate effective responses. Neither government officials nor citizens seem willing to consider changing the behavior and public policies that cause congestion. As a matter of fact, the general reaction from professional colleagues and friends alike was first a sort of knowing smile followed by some story. Everyone has a story about a personal commuting experience. Whether it was a problem with a delayed bus, a late arrival, broken-down automobiles, hot trains or subways, during the past year we have heard it all. Many of these stories must be apocryphal because, if they were all true, it is amazing that anyone ever arrived at work on time, at home, or at some other destination. The interest for us likely stems from many factors that over the years have probably influenced our thinking. All of the authors studied and/or grew up in the New York City metropolitan area. For illustration, let's devote a few paragraphs to describing some of the senior author's (Koslowsky's) life experiences. As a young man in New York City, he was a constant user of the New York City subway system. The whole network was and still is quite impressive. For a relatively small sum, one can spend the whole day and night in an underground world (growing up in New York often makes one think that the whole world is contained in its five boroughs).

Book excerpt: First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom’s concept of 'disjointed incrementalism' and Buchanan’s concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.
