Fed up with governance dictated by white stakeholders, federal officials, and unelected representatives, local D.C. activists catalyzed a new phase of the fight for home rule. Amid the upheavals of the 1960s, they gave expression to the frustrations of black residents and wrestled for control of their city. Bringing together histories of the carceral and welfare states, as well as the civil rights and Black Power movements, Lauren Pearlman narrates this struggle for self-determination in the nation's capital. She captures the transition from black protest to black political power under the Lyndon Johnson and Richard Nixon administrations and against the backdrop of local battles over the War on Poverty and the War on Crime. Through intense clashes over funds and programming, Washington residents pushed for greater participatory democracy and community control. However, the anticrime apparatus built by the Johnson and Nixon administrations curbed efforts to achieve true home rule. As Pearlman reveals, this conflict laid the foundation for the next fifty years of D.C. governance, connecting issues of civil rights, law and order, and urban renewal.

Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia. The findings show the importance of local political capital based on commitments to core democratic values, informal governance networks, and the significance of initially connecting the community to global, non-economic relationships.

As the author notes in his new introduction: "Political corruption, as measured by campaign contributions of special interests to elected officials, increased significantly in the few years since the first publication of Capital Corruption. The number of PACs rose from 2,551 in 1980 to 4,175 by 1986. The percentage of PAC contribution of total campaign costs increased from 31.4 percent in 1980 to 41.9 percent (House) and 24.5 percent to 27.0 percent (Senate) in 1986." Such data only begin to tell the story of a book which has grown in stature during the decade. Etzioni characterizes Washington as a marketplace where deals are struck, where a special interest group can buy single pieces of legislation or long-run commitments or a whole slew of legislation. Because such purchases are not direct, but elliptical, they fall within the legal system, but for Etzioni, they are beyond the pale of moral or political worthiness. The book provides policy answers to vexing political dilemmas of mass politics today. The volume has been described as "a devastating indictment of our present system of financing elections" (John Anderson); Etzioni has been called "arguably the best political sociologist writing today" (Warren Bennis); and the founder of Common Cause has termed this "a powerful and important book. If it is widely read and understood the nation will benefit" (John Gardner).

Bush leading the charge since 2001. But are many such "civil society" initiatives fatally flawed? Focusing on the Palestinian West Bank and the Arab world, Barriers to Democracy mounts a powerful challenge to the core tenet of civil society initiatives: namely, that public participation in private associations necessarily yields the sort of civic engagement that, in turn, sustains effective democratic institutions. Such assertions tend to rely on evidence from states that are democratic to begin with. Here, Amaney Jamal investigates the role of civic associations in promoting democratic attitudes and behavioral patterns in contexts that are less than democratic. Jamal argues that, in state-centralized environments, associations can just as easily promote civic qualities vital to authoritarian citizenship--such as support for the regime in power. Thus, any assessment of the influence of associational life on civic life must take into account political contexts, including the relationships among associations, their leaders, and political institutions. Barriers to Democracy both builds on and critiques the multifaceted literature that has emerged since the mid-1990s on associational life and civil society. Bellin argues that the special conditions of late development, most notably the political paradoxes created by state sponsorship, fatally limit class commitment to democracy.
