Book Four Battlegrounds Power in the Age of Artificial Intelligence

Download or read book Four Battlegrounds Power in the Age of Artificial Intelligence written by Paul Scharre and published by W. W. Norton & Company. This book was released on 2023-02-28 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: An NPR 2023 "Books We Love" Pick One of the Next Big Idea Club's Must-Read Books "An invaluable primer to arguably the most important driver of change for our future." —P. W. Singer, author of Burn-In An award-winning defense expert tells the story of today’s great power rivalry—the struggle to control artificial intelligence. A new industrial revolution has begun. Like mechanization or electricity before it, artificial intelligence will touch every aspect of our lives—and cause profound disruptions in the balance of global power, especially among the AI superpowers: China, the United States, and Europe. Autonomous weapons expert Paul Scharre takes readers inside the fierce competition to develop and implement this game-changing technology and dominate the future. Four Battlegrounds argues that four key elements define this struggle: data, computing power, talent, and institutions. Data is a vital resource like coal or oil, but it must be collected and refined. Advanced computer chips are the essence of computing power—control over chip supply chains grants leverage over rivals. Talent is about people: which country attracts the best researchers and most advanced technology companies? The fourth “battlefield” is maybe the most critical: the ultimate global leader in AI will have institutions that effectively incorporate AI into their economy, society, and especially their military. Scharre’s account surges with futuristic technology. He explores the ways AI systems are already discovering new strategies via millions of war-game simulations, developing combat tactics better than any human, tracking billions of people using biometrics, and subtly controlling information with secret algorithms. He visits China’s “National Team” of leading AI companies to show the chilling synergy between China’s government, private sector, and surveillance state. He interviews Pentagon leadership and tours U.S. Defense Department offices in Silicon Valley, revealing deep tensions between the military and tech giants who control data, chips, and talent. Yet he concludes that those tensions, inherent to our democratic system, create resilience and resistance to autocracy in the face of overwhelmingly powerful technology. Engaging and direct, Four Battlegrounds offers a vivid picture of how AI is transforming warfare, global security, and the future of human freedom—and what it will take for democracies to remain at the forefront of the world order.

Available in PDF, EPUB and Kindle. Book excerpt: An international and interdisciplinary perspective on the adoption and governance of artificial intelligence (AI) and machine learning (ML) in defence and military innovation by major and middle powers. Advancements in AI and ML pose pressing questions related to evolving conceptions of military power, compliance with international humanitarian law, peace promotion, strategic stability, arms control, future operational environments, and technology races. To navigate the breadth of this AI and international security agenda, the contributors to this book include experts on AI, technology governance, and defence innovation to assess military AI strategic perspectives from major and middle AI powers alike. This diverse set of views aims to help elucidate key similarities and differences between AI powers in the evolving strategic context. A valuable read for scholars of security studies, public policy, and STS studies with an interest in the impacts of AI and ML technologies.

Book Digital Governance

Download or read book Digital Governance written by Michael E. Milakovich and published by Routledge. This book was released on 2021-09-27 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: The application of digital information and communication technologies (ICTs) to reform governmental structures and public service is widely and perhaps naively viewed as the 21st century "savior", the enlightened way to reinvigorate democracy, reduce costs, and improve the quality of public services. This book examines the transition from e-government to digital governance in light of the financial exigencies and political controversies facing many governments. The chapters concentrate on strategies for public sector organizational transformation and policies for improved and measurable government performance in the current contentious political environment. This fully updated second edition of Digital Governance provides strategies for public officials to apply advanced technologies, manage remote workforces, measure performance, and improve service delivery in current crisis-driven administrative and political environments. The full implementation of advanced digital governance requires fundamental changes in the relationship between citizens and their governments, using ICTs as catalysts for political as well as administrative communication. This entails attitudinal and behavioral changes, secure networks, and less dependence on formal bureaucratic structures (covered in Part I of this book); transformation of administrative, educational, and security systems to manage public services in a more citizen-centric way (covered in Part II); the integration of advanced digital technologies with remote broadband wireless internet services (Part III); and the creation of new forms of global interactive citizenship and self-governance (covered in Part IV). Author Michael E. Milakovich offers recommendations for further improvement and civic actions to stimulate important instruments of governance and public administration. This book is required reading for political science, public administration, and public policy courses, as well as federal, state, and local government officials.

Book The End of Democracy

Download or read book The End of Democracy written by Douglas E. Schoen and published by Regan Arts.. This book was released on 2020-10-06 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: WARNING: IMMEDIATE GLOBAL THREAT TO ALL DEMOCRATIC NATIONS BY THE CHINA-RUSSIA AXIS America’s future has never seemed more uncertain. Our politics are dysfunctional; our cultural cohesion is a thing of the past; our institutions have lost legitimacy; and our identity as Americans seems increasingly subordinate to tribal or ideological identities. Overhanging all these issues is a loss of confidence in democracy itself, both in America and around the world, and the concomitant rise of authoritarianism as a viable model of governance in the eyes of millions. At the center of this story are two nations—Russia and China—that together stand as a profound challenge to the American and Western future, and to the future of democracy and human rights around the globe. As America unravels, China and Russia have taken every opportunity to expand their opportunities and consolidate their gains. If the United States is to prevail in this struggle, our efforts must begin with a better understanding of our determined adversaries in Beijing and Moscow—and of how their successes have emboldened the cause of authoritarianism around the world, to the detriment of free societies and free people. HIGH PRAISE FOR DOUGLAS E. SCHOEN Collapse “A remarkably comprehensive analysis of the challenges—internal and external—that we face today. Schoen is able to write intelligently about domestic and international issues alike, weaving them into one worrisome picture of the world… Well worth reading.” —Fareed Zakaria, CNN host and author of The Post-American World Putin’s Master Plan “Peace and security are deteriorating across Europe not only because of the heightened terrorist threat, but also because of a toxic mix of Russian belligerence and NATO weakness. In this timely analysis, Douglas Schoen argues convincingly that American leadership remains key to peace in Europe, as it has for over seventy years.” —John Bolton, Former National Security Advisor and bestselling author of The Room Where It Happened America in the Age of Trump "… a terrific read, engaging and richly sourced, a provocative take on big, controversial issues and on political leaders... especially powerful regarding the loss of trust in institutions… it will challenge you to think critically about your own views and justify your idea of the American future." —Bob Shrum, Democratic strategist and the Carmen H. and Louis Warschaw Chair in Practical Politics at the University of Southern California

Download or read book Future Politics written by Jamie Susskind and published by Oxford University Press. This book was released on 2018-09-04 with total page 533 pages. Available in PDF, EPUB and Kindle. Book excerpt: Politics in the Twentieth Century was dominated by a single question: how much of our collective life should be determined by the state, and what should be left to the market and civil society? Now the debate is different: to what extent should our lives be directed and controlled by powerful digital systems - and on what terms? Digital technologies - from artificial intelligence to blockchain, from robotics to virtual reality - are transforming the way we live together. Those who control the most powerful technologies are increasingly able to control the rest of us. As time goes on, these powerful entities - usually big tech firms and the state - will set the limits of our liberty, decreeing what may be done and what is forbidden. Their algorithms will determine vital questions of social justice. In their hands, democracy will flourish or decay. A landmark work of political theory, Future Politics challenges readers to rethink what it means to be free or equal, what it means to have power or property, and what it means for a political system to be just or democratic. In a time of rapid and relentless changes, it is a book about how we can - and must - regain control. Winner of the Estoril Global Issues Distinguished Book Prize.

Book Redesigning AI

    Book Details:
  • Author : Daron Acemoglu
  • Publisher : MIT Press
  • Release : 2021-05-25
  • ISBN : 1946511633
  • Pages : 140 pages

Download or read book Redesigning AI written by Daron Acemoglu and published by MIT Press. This book was released on 2021-05-25 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: A look at how new technologies can be put to use in the creation of a more just society. Artificial Intelligence (AI) is not likely to make humans redundant. Nor will it create superintelligence anytime soon. But it will make huge advances in the next two decades, revolutionize medicine, entertainment, and transport, transform jobs and markets, and vastly increase the amount of information that governments and companies have about individuals. AI for Good leads off with economist and best-selling author Daron Acemoglu, who argues that there are reasons to be concerned about these developments. AI research today pays too much attention to the technological hurtles ahead without enough attention to its disruptive effects on the fabric of society: displacing workers while failing to create new opportunities for them and threatening to undermine democratic governance itself. But the direction of AI development is not preordained. Acemoglu argues for its potential to create shared prosperity and bolster democratic freedoms. But directing it to that task will take great effort: It will require new funding and regulation, new norms and priorities for developers themselves, and regulations over new technologies and their applications. At the intersection of technology and economic justice, this book will bring together experts--economists, legal scholars, policy makers, and developers--to debate these challenges and consider what steps tech companies can do take to ensure the advancement of AI does not further diminish economic prospects of the most vulnerable groups of population.

Book India s Futuristic Democracy Threats of Constitutional Gaps and Digital Era

Download or read book India s Futuristic Democracy Threats of Constitutional Gaps and Digital Era written by PRAHALAD RAO and published by Blue Rose Publishers. This book was released on 2022-12-12 with total page 668 pages. Available in PDF, EPUB and Kindle. Book excerpt: India is moving towards becoming an intelligent and industrious nation in the world but unmoving in its installing pillars, political stability and communal conflagration. Every citizen’s welfare is the only way to make the nation great. A nation is built not by one Faith but by all the Faiths together as an integral part of the Nation. On 15th August 2022, we celebrated 75th Year of our Independence that looked decorative than democratic. Former is showmanship and latter is workmanship. Nation’s wealth should make all the sectors healthy. The Constitution defines Constituents or Organs but not the Pillars or the making up the Gaps. The Gaps which our Constitution makers left open was to test the sensibility, prudence and wisdom of the generations to come. The Gaps have the strength to generate orderliness in the democracy. Their ignorance or indifference masked the working of democracy.

Book Artificial Superintelligence

Download or read book Artificial Superintelligence written by Roman V. Yampolskiy and published by MDPI. This book was released on 2020-04-30 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: Attention in the AI safety community has increasingly started to include strategic considerations of coordination between relevant actors in the field of AI and AI safety, in addition to the steadily growing work on the technical considerations of building safe AI systems. This shift has several reasons: Multiplier effects, pragmatism, and urgency. Given the benefits of coordination between those working towards safe superintelligence, this book surveys promising research in this emerging field regarding AI safety. On a meta-level, the hope is that this book can serve as a map to inform those working in the field of AI coordination about other promising efforts. While this book focuses on AI safety coordination, coordination is important to most other known existential risks (e.g., biotechnology risks), and future, human-made existential risks. Thus, while most coordination strategies in this book are specific to superintelligence, we hope that some insights yield “collateral benefits” for the reduction of other existential risks, by creating an overall civilizational framework that increases robustness, resiliency, and antifragility.
