This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Is it possible to identify the best practices and approaches to establishing political systems that promote accountability, transparency, peace, and civic space for all? These are the questions addressed in this book. While the concept of governance is considered to be central to political science, our understanding of it is still imprecise, with extant studies focused primarily either on think-tank indicators, economic management, or political studies of democratization. This book critically examines the record on democratization in Africa thus far, and seeks a new, integrated, focused approach to the study of governance. Such an approach requires revisiting the concept of governance itself, with emphasis on certain decisive components and critical issues. Considered in a democratic framework, the concept of governance can be employed to cast light on accountability issues in several arenas, four of which are considered in detail in this volume: institutions and the rule of law; constitution-making, elections, and political conflict settlement; distribution of power and citizenship; and political economy and corruption. Each contribution offers particular insights in one of these arenas. With a huge and varied continent in rapid flux to study, the sheer amount and variety of interesting new research is enormous. It is expected that the discussions contained herein and the various challenges, achievements, and lessons outlined will contribute to research, inform teaching, and lead to a greater understanding of the issues of democratic consolidation and economic development in Africa.

It acknowledges a conceptual debt to Huntington when discussing elections, party systems, leadership and the development of continental norms of liberal democracy, but also highlights new conversations (eg: about participatory spaces) that go beyond the Third Wave.

Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. Book excerpt: The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.
