Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. En este libro, dos equipos de investigacin utilizan nueva informacin y t(r)cnicas mltiples de investigacin comparada para presentar un perfil actualizado del proceso de democratizacin en ambos pa ses y una evaluacin de la interaccin existente entre la paz y la democratizacin."

Es claro que la democracia de elites ha decepcionado a muchos, pero quienes han planteado como alternativa la democracia participativa no han conocido el éxito, entre otras razones porque participar activamente en política no es una opción para todo mundo: tendrían que descuidar su trabajo y sus formas de vida para procurarse el sustento de ellos y sus familias. Los políticos profesionales, que viven de esto, lo saben; y los políticos profesionales, incluso de oposición, son parte de las elites por el simple hecho de compartir cuotas de poder, especialmente si sus organizaciones (partidos) son competitivas electoralmente. ¿Los partidos están en crisis? En realidad lo que ha ocurrido es que los partidos tradicionales cada vez convencen menos, por lo que han surgido nuevos, algunos (muy pocos) precedidos de movimientos sociales, que han alimentado nuevas esperanzas entre los ciudadanos. En determinados países la participación electoral ha disminuido en tanto que en otros ha aumentado, pero no se ha encontrado otra fórmula democrática para acceder al poder. Y muchas de las utopías que se han propuesto han resultado inviables desde el intento de la Comuna de París hasta la fecha. Por otro lado, los movimientos sociales que no devienen partidos políticos terminan por debilitarse y con frecuencia desaparecen al poco tiempo de haberse iniciado. Esto se debe a que carecen de articulación y de posibilidades de permanencia. No hay evidencia de que los movimientos sociales ni la democracia participativa se hayan impuesto sobre la democracia tradicional de matriz liberal, pese a sus defectos bien estudiados. Ciertamente hay una creciente inconformidad social en muchos países, entre otras razones porque la globalización neoliberal ha aumentado la pobreza y las desigualdades, pero esa inconformidad no ha logrado sustituir a los partidos políticos. Nunca se ha dado y considera Rodríguez Araujo que no se dará en un futuro previsible, no en las sociedades complejas del llamado mundo occidental.

Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The newly elected government that came together in mid-2001 faced a skeptical and suspicious public, with no magic bullet for achieving legitimacy. Many argued that the future of democracy was at stake, and that the government's ability to decentralize and incorporate new actors in decision-making processes was critical. Toward that end, the country's political elite devolved power to subnational governments and designed new institutions to encourage broader citizen participation. By 2002, Peru's participatory decentralization reform (PDR) was finalized and the experiment began. This book explores the possibilities and limitations of the decision to restructure political systems in a way that promotes participation. The analysis also demonstrates the power that political, historical, and institutional factors can have in the design and outcomes of participatory institutions. Using original data from six regions of Peru, political scientist Stephanie McNulty documents variation in PDR implementation, delves into the factors that explain this variation, and points to regional factors as prime determinants in the success or failure of participatory institutions.
