Book excerpt: The Peruvian sociologist Aníbal Quijano is widely considered to be a foundational figure of the decolonial perspective grounded in three basic concepts: coloniality, coloniality of power, and the colonial matrix of power. His decolonial theorizations of these three concepts have transformed the principles and assumptions of the very idea of knowledge, impacted the social sciences and humanities, and questioned the myth of rationality in natural sciences. The essays in this volume encompass nearly thirty years of Quijano’s work, bringing them to an English-reading audience for the first time. This volume is not simply an introduction to Quijano’s work; it achieves one of his unfulfilled goals: to write a book that contains his main hypotheses, concepts, and arguments. In this regard, the collection encourages a fuller understanding and broader implementation of the analyses and concepts that he developed over the course of his long career. Moreover, it demonstrates that the tools for reading and dismantling coloniality originated outside the academy in Latin America and the former Third World.

Book excerpt: The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

Focusing on the connections between creativity and social change in the Americas, this collection encourages scholars to become cultural agents by reflecting on exemplary cases and thereby making them available as inspirations for more constructive theory and more innovative practice. Creativity supports democracy because artistic, administrative, and interpretive experiments need margins of freedom that defy monolithic or authoritarian regimes. The ingenious ways in which people pry open dead-ends of even apparently intractable structures suggest that cultural studies as we know it has too often gotten stuck in critique. Intellectual responsibility can get beyond denunciation by acknowledging and nurturing the resourcefulness of common and uncommon agents. Based in North and South America, scholars from fields including anthropology, performance studies, history, literature, and communications studies explore specific variations of cultural agency across Latin America. Contributors reflect, for example, on the paradoxical programming and reception of a state-controlled Cuban radio station that connects listeners at home and abroad; on the intricacies of indigenous protests in Brazil; and the formulation of cultural policies in cosmopolitan Mexico City. One contributor notes that trauma theory targets individual victims when it should address collective memory as it is worked through in performance and ritual; another examines how Mapuche leaders in Argentina perceived the pitfalls of ethnic essentialism and developed new ways to intervene in local government. Ambos acuerdos de paz OCoas como el proceso de construccin de paz que le siguiOCo han tenido un impacto en el concepto tradicional de paz, ya que fueron pioneros en lo que son consideradas operaciones de paz de segunda generacin, multidisciplinarias (que van mis alli del cese al fuego). Uno de los objetivos principales de los acuerdos de paz y el proceso de construccin de paz, era fortalecer los incipientes procesos democriticos en el per odo del posconflicto. Mis de una d(r)cada ha transcurrido desde que los acuerdos fueron suscritos. En ambos casos la democracia electoral o pol tica ha logrado mantenerse vigente y el sistema pol tico ha tenido una apertura. Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. En este libro, dos equipos de investigacin utilizan nueva informacin y t(r)cnicas mltiples de investigacin comparada para presentar un perfil actualizado del proceso de democratizacin en ambos pa ses y una evaluacin de la interaccin existente entre la paz y la democratizacin."

Book excerpt: One of the prominent thinkers in the Social Sciences, Aníbal Quijano (1930–2018), has a fundamental work for the compression of contemporary dilemmas since his main theoretical and political concerns have always been linked to the mutations of world capitalism and its reverse paths. This book aims to contribute with analyses of his voluminous and diversified production distributed practically over 60 years of intellectual trajectory. In the first decades, the Peruvian author produced essential works on peasant movements, the urbanization process, and the class structure in Peru and Latin America by mobilizing sociological categories such as marginality, dependency and structural heterogeneity. He devoted himself to investigating imperialist domination in Peru and its implications for social classes and created the journal Sociedad y Política. In the 1990s and 2000s, the Peruvian sociologist published a set of texts on the coloniality and decoloniality of power, which represents a theoretical construction inseparable from the processes and experiences that were occurring in Peru, Latin America and the world, from the “globalization” of “neoliberalism” to global and local resistances. Thus, this book is addressed to all those, with or without specialized training in social sciences, interested in knowing not only the history of social sciences in Latin America but mainly in understanding the historical roots and the political dilemmas of peripheral capitalist societies.

Book excerpt: Toward a Cultural Archive of la Movida revisits the cultural and social milieu in which laMovida, an explosion of artistic production in the late 1970s and early 1980s, was articulated discursively, aesthetically, socially, and politically. We connect this experience with a broader national and international context that takes it beyond the city of Madrid and outside the borders of Spain. This collection of essays links the political and social undertakings of this cultural period with youth movements in Spain and other international counter-cultural or underground movements. Moving away from biographical experiences or the identification of further participants and works that belong to laMovida, the articles collected in this volume situate this movement within the political and social development of post-Franco Spain. Finally, it also offers a reading of recent politically motivated recoveries of this cultural phenomenon through exhibitions, state sponsored documentaries, musicals, or tourist itineraries. The perception of Spain as representative of a successful dual transition from dictatorship to democracy and free market capitalism created a “Spanish model” that has been emulated in countries like Portugal, Argentina, Chile and Hungary, all formerly ruled by totalitarian regimes. While social scientists study the promises, contradictions and failures of the Spanish Transición—especially on issues of memory, repression, and (the lack of) reconciliation —our approach from the humanities offers another vantage point to a wider discussion of an unfinished chapter in recent Spanish history by focusing on laMovida as the “cultural archive” whose cultural transitions parallel the political and economic ones. The transgressive, urban nature of this movement demonstrated an overt desire, especially among Spanish youth, to reach onto a global arena emulating the punk and new wave aesthetic of such cities as London, New York, Paris, and Berlin. Art, design, film, music, fashion during this period helped to forge a sense of a modern urban identity in Spain that also reflected the tensions between modernity and tradition, global forces and local values, international mass media technology and regional customs.
