The work will involve merit rating and cost benefit analysis of the measures with the help of Conservation Supply Curves. It determines the economic achievable energy savings of different measures like power factor correction, efficient lighting, time of day tariffs etc. through DSM interventions. Recommendations from this study will provide insight and data for utility and energy experts, as well as policy makers, in terms of electrical energy that could be saved through DSM interventions. Additionally, the outcomes are relevant for similar cases of countries and regions of emerging and regulated electricity markets with comparable challenges of energy shortages. The electricity sector in Nepal, a slowly rising economy, can be classified as a small electricity system, facing a wide variety of challenges today, like power deficit with an average of 12 hours of load shedding every day throughout the year. Nepal's vested interest lies in building a reliable electricity surplus network, to realise its vision of graduating from the category of least developed countries (LDC). One approach which the country's utility has missed so far to make its network reliable is demand side management (DSM). DSM in Nepal is in a dismal state with almost no activity carried out by Nepal electricity authority, the government owned utility. The technical & economic potential of end use energy efficiency in Nepal is huge and is yet to be realized. DSM and end use energy efficiency can have a significant impact on energy savings and bringing down the peak demand.

In Nepal, the DSM has been a topic for discussion and sometimes becomes a hot issue for writing a paper for the professional, planners and practicing engineers. The government institutions and utilities are found to be focused more on turbine and wire policy in order to address this power crisis. The major problems associated with the socioeconomic status of the people, their energy consumption pattern, and the technology they rely on for end use devices and the value spent to achieve their interest have not been studied till now. Hence the DSM programs may be different for different areas and category of consumer. This research work has focused on these differences in context of Nepal by concentrating the study in three areas with different socio-economic condition namely rural, semi- urban and urban area.

Book excerpt: Demand side management (DSM) programs across the United States commonly approach barriers to energy efficiency through technical/economic means and evaluate their impact through technical/economic analysis. To the extent that non-technical barriers exist and influence decision making, they complicate the expected capture of savings. Two utility DSM projects -- Pacific Gas and Electric's Advanced Customer Technology Test for Maximum Energy Efficiency (ACT2) and Bonneville Power Administration's Energy Edge -- serve as case studies to illustrate how non-technical barriers to specific energy-efficiency measures (EEMs) can limit technical conservation potential. An analysis of rejected EEMs suggest that lessons about non-technical barriers to specific energy-efficiency measures (EEMs) can limit technical conservation potential. An analysis of rejected EEMs suggests that lessons about non-technical barriers may be lost or obscured because of the predominant focus on technical/economic criteria over social, institutional, or cultural constraints. These findings support the need for different evaluation methodologies and further social science research devoted to understanding the non-technical barriers confronted by DSM project participants.

Book excerpt: Much effort has gone into measuring the impact of Demand Side Management (DSM) programs on energy usage, particularly in regards to electric usage. However, there are potential biases in such measurements. This paper explores one of these potential biases, the rebound effect. This effect is caused by changes in consumer behavior as a result of DSM programs. The work of Steven Braithwaite and Douglas Caves provide the starting point for this analysis, although the rebound effect is referenced in many other works in this field. In an effort the estimate this effect, data from the Nebraska Energy Office's DSM programs was utilized. Econometric and survey techniques were employed to isolate changes in energy usage solely related to the DSM programs. Further econometric techniques were used to separate the resulting behavioral change from the change resulting from the DSM investment itself. Additionally, the returns to scale regarding DSM investments were estimated. Based on the available data, a distinct behavioral change was observed. The observed behavioral change was more pronounced among lower income households. Many of the DSM investments exhibited diminishing returns to scale.

According to latest estimates, total expenditures on electric utility DSM programs now exceed $1.2 billion annually, with these investments ranging from 1 to 5 percent of a utility's gross revenues. In addition, due to increasing environmental concerns and the high cost of new capacity, these expenditure levels are expected to increase. While the vast majority of these DSM programs are directed at the more traditional residential, commercial and industrial market sectors, significant opportunities still exist. One market segment that has not been the focus of attention but a critical sector from an economic development perspective for marry utilities -- is the agricultural and farmstead market. Although the total number of farms in the United States decreased by approximately 5 percent between 1985 and 1989, the land dedicated to farming still accounts for over 995 million acres. Furthermore, the total value of farm output in the United States has been steadily increasing since 1986. The limited penetration of energy efficiency measures in farmsteads provides an excellent opportunity for utilities to expand their DSM programming efforts to capture this non-traditional'' market segment, and at the same time assist farms in increasing their efficiency and competitiveness. In marry states, and, in particular New York State, agriculture plays a major economic role. The importance of farms not only from a utility perspective but also from a state and federal perspective cannot be overstated. As such, utilities are in a unique position to facilitate farmstead DSM technology investments in an effort to benefit the farmer (and his profitability), the utility, the state and the country. This guidebook is designed to provide the framework for agricultural demand planning, including market assessment, technology assessment, market penetration analysis and program design.
