Book excerpt: Excerpt from Delays, Technical Problems, and Cost Escalation in the Federal Aviation Administration's Advanced Automation System: Hearing Before the Subcommittee on Aviation, of the Committee on Public Works and Transportation, House of Representatives, One Hundred Third Congress, First Session, March 10, 1993 Further detail on aas will be provided later in the Summary, but first, in order to provide some context for the aas program, a general description of the air traffic control modernization effort will be provided. The air traffic control system is a complex web of radars, comput ers, weather detection systems, navigation beacons, control towers, enroute centers and people, tied together through a network of tele communications links. Approximately 550 airports have faa air traffic control towers which control aircraft in the vicinity of airports. Of these airports, 289 use radar to control aircraft on their approaches and depar tures. There are also 21 Air Route Traffic Control Centers or enroute centers which control aircraft at higher altitudes between airports. In addition, there are approximately navigation beacons of different types around the country that transmit radio signals ena bling pilots to determine where they are. There are also 759 air ports equipped with faa instrument landing systems which enable pilots to make precision approaches to runways in less than opti mum weather conditions. The faa also has a wide variety of facili ties and equipment for collecting and making available to pilots weather data, including the Flight Service Station system used by general aviation pilots. This air traffic control system is designed and expected to oper ate constantly around-the-clock with a very high level of reliability. GAO noted that: (1) schedule and cost problems have increased over the past year and delays in AAS will continue to force FAA to initiate costly interim projects to sustain the current air traffic control system; (2) interim projects have cost $515 million to date, and FAA estimates additional projects may cost another $200 million; (3) factors that have led to schedule delays have included an overly ambitious AAS plan and unrealistic implementation schedules, FAA failure to provide adequate oversight of contractor performance, and unresolved requirement issues for the second segment of AAS; (4) FAA and the contractor have announced initiatives that increase management oversight and establish a structure for resolving requirements; (5) funding needed to fully implement AAS is uncertain due to FAA intentions to restructure the project; and (6) continued support depends on FAA successful demonstration that AAS technical challenges can be met and justification for restructuring and proceeding with AAS.

Book excerpt: The Federal Aviation Administration (FAA) oversees the largest, busiest, and most complex air traffic control system in the world. However, components of the system are aging and are difficult and costly to maintain. FAA projects that it cannot meet projected traffic increases and make required safety and efficiency enhancements without replacing equipment. Since the early 1980s, FAA'S modernization efforts have experienced lengthy schedule delays and substantial cost overruns. Because of such problems, in 1994, FAA restructured its acquisition of the Advanced Automation System-the long-time centerpiece of its air traffic control modernization program-into more manageable segments. One of these segments is called the Standard Terminal Automation Replacement System (STARS) project. This project is expected to replace 15- to 25-year-old computers and related equipment used at FAA facilities that track aircraft in the airspace surrounding airports.' In September 1996, FAA contracted with Raytheon Corporation to develop, produce, and install STARS. Given FAA'S past schedule and cost problems and the significance of the STARS project, you asked us to examine FAA'S acquisition planning to date. Specifically, you asked us to determine to what extent (1) the schedule estimate for STARS is attainable and (2) cost estimates to make STARS operational are likely to change.

Book excerpt: Pursuant to a congressional request, GAO evaluated the Federal Aviation Administration's (FAA) efforts to implement its Voice Switching and Control System (VSCS), a computer-controlled voice system designed to significantly improve air traffic controllers' communications capabilities. GAO found that: (1) FAA continues to encounter significant cost, schedule, and technical difficulties in implementing VSCS, with cost estimates tripling from $258 million in 1982 to over $786 million, and up to 6-year schedule slippages; (2) the two prototype contractors continue to experience difficulties in designing hardware and software capable of meeting VSCS performance requirements; (3) delays in implementing VSCS will adversely affect implementation of the Advanced Automation System, intended to replace work stations and some computer hardware and software to increase controller efficiency and effectiveness; and (4) FAA reduction in VSCS prototype testing requirements, intended to facilitate an earlier award of a production contract, could result in higher costs and longer delays if it is later determined that the equipment does not meet performance requirements.
