The U.S. Custom and Border Protection's (CBP) SBI program is responsible for developing a comprehensive border protection system using technology, known as SBInet, and tactical infrastructure -- fencing, roads, and lighting. This report addresses: (1) the extent to which CBP has implemented SBInet and the impact of delays that have occurred; and (2) the extent to which CBP has deployed tactical infrastructure and assessed its results. In November 2005, the Department of Homeland Security (DHS) announced the launch of the Secure Border Initiative (SBI), a multiyear, multibillion dollar program aimed at securing U.S. borders and reducing illegal immigration. Within DHS, U.S. Custom and Border Protection's (CBP) SBI program is responsible for developing a comprehensive border protection system using technology, known as SBInet, and tactical infrastructure-fencing, roads, and lighting. GAO was asked to provide periodic updates on the status of the program. This report addresses (1) the extent to which CBP has implemented SBInet and the impact of delays that have occurred, and (2) the extent to which CBP has deployed tactical infrastructure and assessed its results. To do this work, GAO reviewed program schedules, status reports, and previous GAO work; interviewed DHS and CBP officials, among others; and visited three SBI sites where initial technology or fencing had been deployed at the time of GAO's review.

Book excerpt: Delays at the border for customs clearance are seemingly a central feature of the trade regime in the CIS states. Here, we argue that with queuing costs being endogenously determined in such circumstances tariff liberalization (even in the small economy case) can be welfare worsening since tariff revenues are replaced by resource using queuing costs. On the other hand, corruption can be welfare improving if queuing costs are replaced by resource transferring bribes. We also show how added distortions between perishable and non-perishable, or between light and heavy goods can also arise. We show these outcomes using a simple general equilibrium model, and explore the numerical implications using Russian data. The orders of magnitude are both significant and opposite in sign to conventional analyses.

Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.
