Book excerpt: This paper examines poverty and deforestation in developing countries as linked problems and focuses on policies that can favour poverty alleviation in forested regions. The paper encompasses two elements: analysis of the spatial coincidence between poverty and forests, and proposed policy options for reducing poverty in forested areas. It is assumed that three key frames of reference must be borne in mind in order to produce the best possible policies: (1) the location of the rural poor and types and levels of poverty in relation to forest resources; (2) variations in the density of forest cover in relation to distance from urban areas (the von Thünen scale); and (3) variations in forest cover over time (high, low, then partial restoration) in relation to a country's forest transition experience. There are three main conclusions linked to these frames of reference. (1) Although relatively few people live in areas of high forest cover, they tend to be characterised by high rates of poverty and they are among the 'poorest of the poor'. (2) Four policy approaches are recommended for lifting people out of poverty: transfer of ownership of forest lands from governments to forest dwellers; facilitation of access to forest product markets; promotion of commercial-scale community forestry and company-community partnerships; and establishment of payments for forest environmental services that are pro-poor. Implementation of these four strategies must take into account the implications of the four von Thünen zones (periurban, agricultural mosaic, forest frontier, and relatively undisturbed forests). (3) One cannot place blind faith in economic growth and laissez-faire for reducing poverty in forested areas. Strategic policy interventions are necessary to assist the process of livelihood improvement.

Academics, policy-makers and the public are all tempted by simplistic solutions to complex problems. In order to establish the true causal factors involved in this critical area of environmental decline, the authors of this study present case studies ranging over three continents. Utilizing statistics, it is shown that the focus of analysis of deforestation must be applied as much to the misguided policies of national and regional authorities as to the forces of trade and globalization. Further, it demonstrates that we must adopt a critical perspective on the historical context of human use of forest areas, looking at issues such as systems of land tenure. The primary aim of the book is to highlight the need to seek solutions in far-reaching institutional and policy reforms adapted to specific socio-economic and ecological contexts, if the problem of tropical deforestation is to be tackled effectively.

These lessons, when properly adapted to each country's own environment, can significantly increase the likelihood of effective regulation.

Book excerpt: Abstract: "A "forest-hydrology-poverty nexus" hypothesis asserts that deforestation in poor upland areas simultaneously threatens biodiversity and increases the incidence of flooding, sedimentation, and other damaging hydrological processes. Nelson and Chomitz use rough heuristics to assess the applicability of this hypothesis to Central America. They do so by using a simple rule of thumb to identify watersheds at greater risk of hydrologically significant land use change: these are watersheds where there is a relatively large interface between agriculture and forest, and where this interface is on a steep slope. The authors compare the location of these watersheds with spatial maps of poverty and forests (for Guatemala and Honduras) and with maps of population and forests (for Central America at large). The analysis is performed for watersheds defined at different scales. The authors find plausible evidence for a forest-biodiversity-poverty connection in Guatemala, and to a lesser extent in Honduras. In the rest of Central America, there are relatively few areas where forest meets agriculture on steep slopes--either the forest or the slopes are lacking. And the ratio of these forest/agriculture/hillside interfaces to watershed area declines markedly as larger-scale watersheds are considered. This directs attention to relatively small watersheds for further investigation of the "nexus." The popularity of co-management system (Joint Forest Management in India), during last two decades, to conserve forests has brought a new dimension to the poverty induced deforest debate. The present study theoretically as well as empirically explains the factors that influence the individual decision to indulge in low-yielding forest cutting activities. Based on a survey of 140 households in three forest fringe villages of Chandaka Wildlife Division of Orissa in India, the study reveals that lack of human capital, landlessness and low environmental awareness significantly influence the individual decision to be involved in forest degrading activities. The implementation of JFM or co-management system merely transfers the dependence of local community from one patch of forest to another, unless and until the opportunity cost of rural households.

The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
