Book excerpt: Excerpt from National Register Programs Guideline: October, 1984 The National Historic Preservation Act of 1966 expanded the National Register of Historic Places and authorized a program of matching grants-in-aid to assist States and the National Trust in carrying out historic preservation activities. Under this charter, a unique federal-state-local-private partnership appeared and quickly began to evolve into a far-reaching and highly effective instrument for identifying and preserving historic properties. Through a combination of administrative actions and legislation subsequent to 1966, the respective roles of the partners have become well defined. The definitions are not yet final, however, because evolution of the program continues. In general the bulk of the hands-oh preservation work on specific properties is done by the private sector. The States constitute the delivery system of the partnership making sure that historic properties are identified and evaluated with evenness and consistency within State boundaries, advising those who either want to do something with historic properties or who have reluctantly discovered that they are bound by law to take historic properties into account, and performing innumerable other services that enable the partnership to function. Local governments are now making substantial progress in aligning themselves with the States, both in order to advance their own preservation linterests and to enhance the effectiveness of the State programs The Federal Government, represented by the National Park Service, is continuing a long trend of withdrawing itself from the local Operational details of the program, commensurate with the steady growth in the capability of States to handle or oversee such details. As the States assume more and more responsibility for quality control within their boundaries, the Service will redirect its attention to quality control on a nationwide scale and to those necessary activities that cannot adequately be handled alone by the other members of the partnership. In earlier years, the Service relied heavily upon the grant program as a means of assuring quality in State programs. Performance, of a certain kind or quality, could be made a condition to be met by a State in order to receive money. Without diminishing the emphasis upon quality performance of grant supported activities, the locus of quality control has shifted in large measure to the State Program Approval process established under Section 101 of the National Historic Preservation Act, as amended in 1980. The use of Secretary of the Interior's Standards and Guidelines (supported and explained by a coordinated series of Technical Leaflets) pioneered in the grant program and tested extensively in the Tax Incentives program, has become the centerpiece of the Federal quality control apparatus.
