Book Arms Proliferation Policy

Download or read book Arms Proliferation Policy written by Marcy Agmon and published by Rand Corporation. This book was released on 1996 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: A 1995 Presidential Executive Order established a board to advise the president on implementing a policy on conventional (nonnuclear) arms and technology transfer. The board was to study the factors that contribute to the proliferation of strategic and advanced conventional military weapons and technology and the policy options the United States might use to inhibit such proliferation. Shrinking federal budgets have made exports of all kinds, including weapons, an attractive means of shoring up a country's industrial base. The heart of the problem is striking a balance between the preservation of military production and a healthy industrial base on the one hand, and restraining exports that proliferate advanced weapons. Foreign policy, national security, and economic interests that are served by the approval or denial of weapons sales can be compelling, but often pull in different directions. Striking the right balance among cross-cutting priorities is the key to an effective weapons transfer policy. This report discusses trends in the international arms markets, how transfers of weapons and technology are controlled, the economics of arms exports, and the relationship between arms exports and a country's economy.

Book Export Controls State and Commerce Have Not Taken Basic Steps to Better Ensure U S Interests are Protected

Download or read book Export Controls State and Commerce Have Not Taken Basic Steps to Better Ensure U S Interests are Protected written by Ann Calvaresi Barr and published by DIANE Publishing. This book was released on 2009 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: In controlling the transfer of weapons and related technologies overseas, the U.S. gov¿t. must limit the possibility of sensitive items falling into the wrong hands while allowing legitimate trade to occur. The export control system (ECS) is intended to balance multiple U.S. interests. The ECS is managed by the State Dept., which regulates arms exports, and the Commerce Dept., which regulates dual-use exports that have military and civilian applications. Arms exports require licenses, while dual-use exports do not require licenses. This testimony focuses on export licensing inefficiencies, poor interagency coordination, and limits in State¿s and Commerce's ability to provide a sound basis for changes to the system. Book New Challenges New Tools for Defense Decisionmaking

Download or read book New Challenges New Tools for Defense Decisionmaking written by Stuart E. Johnson and published by Rand Corporation. This book was released on 2003-03-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.
