Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

But how has the Department of Defense with its mixed efforts responded to this new strategic environment? Has it learned anything from past failures? In The New Counterinsurgency Era, David Ucko examines DoD’s institutional obstacles and initially slow response to a changing strategic reality. Ucko also suggests how the military can better prepare for the unique challenges of modern warfare, where it is charged with everything from providing security to supporting reconstruction to establishing basic governance—all while stabilizing conquered territory and engaging with local populations. After briefly surveying the history of American counterinsurgency operations, Ucko focuses on measures the military has taken since 2001 to relearn old lessons about counterinsurgency, to improve its ability to conduct stability operations, to change the institutional bias against counterinsurgency, and to account for successes gained from the learning process. Given the effectiveness of insurgent tactics, the frequency of operations aimed at building local capacity, and the danger of ungoverned spaces acting as havens for hostile groups, the military must acquire new skills to confront irregular threats in future wars. Ucko clearly shows that the opportunity to come to grips with counterinsurgency is matched in magnitude only by the cost of failing to do so.

Maria Ryan explores how secondary fronts in the Philippines, sub-Saharan Africa, Georgia, and the Caspian Sea Basin became key test sites for developing what the Department of Defense called "full spectrum dominance": mastery across the entire range of possible conflict, from conventional through irregular warfare. Full Spectrum Dominance is the first sustained historical examination of the secondary fronts in the war on terror. It explores whether irregular warfare has been effective in creating global stability or if new terrorist groups have emerged in response to the intervention. As the U.S. military, Department of Defense, White House, and State Department have increasingly turned to irregular capabilities and objectives, understanding the underlying causes as well as the effects of the quest for full spectrum dominance become ever more important. This book is an attempt to assess the extent to which both international organizations and states have lived up to the new insights of the "3D" continuum and adopted strategies corresponding institutional settings and policy instruments to provide the necessary culture of policy coherence for tackling the problems of precarious statehood and the international security challenges those states pose. On the national level, the cases studied are the United States, the United Kingdom, Germany and the Netherlands. On the international level, the United Nations and the European Union were examined. It is hoped, that the lessons learned from whole-of-government approaches and the recommendations drawn from this survey will help both governments and international organizations to excel in dealing with precarious states, thereby making policy coherence a reality in risk assessment, decision-making and policy implementation.

Book excerpt: The Defense Science Board Summer Study on the Transition to and from Hostilities was formed in early 2004 (the terms of reference are contained in Appendix A) and culminated in the production of a final report and summary briefing in August of 2004. The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. The current Strategic Communication Task Force re-examined the purposes of strategic communication and the salience of recommendations in the earlier study. It then considered the following questions: (1) What are the consequences of changes in the strategic communication environment? (2) What Presidential direction and strategic communication means are required? (3) What should be done about public diplomacy and open military information operations? The Task Force met with representatives from the National Security Council (NSC), White House Office of Global Communications, Department of State (DOS), Department of Defense (DOD), Broadcasting Board of Governors (BBG), and the private sector (the schedule of meetings, briefings and discussions is contained in Appendix C). Based on extensive interaction with a broad range of sectors in the government, commercial, and academic worlds, as well as a series of highly interactive internal debates, we have reached the following conclusions and recommendations.
