Book excerpt: Historically Black Colleges and Universities (HBCUs) and other minority institutions (MIs) represent a valuable resource to expand the Department of Defense's (DoD) government and extramural workforce and science and technology enterprise. The more than 400 public and private HBCUs, Tribal Colleges and Universities, Hispanic-Serving Institutions, and other two- and four-year MIs are positioned to make strong and uniquely important contributions to the defense research enterprise, offering DoD an opportunity to widen its talent pool and diversify STEM research and ultimately strengthen its ability to support national security. Defense Research Capacity at Historically Black Colleges and Universities and Other Minority Institutions examines the status of DoD research at HBCUs and MIs, including the methods and means necessary to advance research capacity at these institutions in order to comprehensively address the national security and defense needs of the United States. This report offers recommendations to guide DoD, Congress, HBCU/MIs, and partnering entities in supporting and strengthening the role of these institutions in defense research. A strategic commitment will translate into increased opportunities for HBCU/MIs to diversify the future American academic, industrial, and government STEM workforce upon which DoD will depend.

Book excerpt: A planning committee of the National Academies of Sciences, Engineering, and Medicine convened a series of three hybrid workshops to examine the key issues highlighted in the National Academies 2022 consensus study report, Defense Research Capacity at Historically Black Colleges and Universities and Other Minority Institutions: Transitioning from Good Intentions to Measurable Outcomes. As Department of Defense and other partners sought to implement the 2022 report recommendations, key questions remained to be explored, particularly related to how to seek ways of building research capacity at minority institutions (MIs) and develop true partnerships between MIs, other institutions of higher education, and federal agencies. The workshops featured commissioned research and literature reviews as well as case studies to illuminate problems, barriers, and approaches to increase research capacity at Historically Black Colleges and Universities.

Book excerpt: Section 832 of the National Defense Authorization Act for Fiscal Year 1991 increased the statutory authority of the Department of Defense to provide infrastructure assistance to Historically Black Colleges and Universities and other Minority Institutions (HBCUs/MIs). Under this authority, the Air Force Office of Scientific Research (AFOSR) contracted with the University of the District of Columbia (UDC), and separately with Southern University at Baton Rouge, to provide technical assistance to HBCUs/MIs to enhance their ability to compete successfully for Air Force basic and applied research grants, contracts, and fellowships. Technical assistance was provided in structuring formal sponsored research programs, proposal development, acquainting HBCUs/MIs scientific faculties with Air Force research programs, and guidance in grant and contract management. The effort also included counseling and advising HBCUs/MIs to facilitate their adherence to related technical performance, and administrative and Federal regulatory requirements.

Book excerpt: There are over 20 million young people of color in the United States whose representation in STEM education pathways and in the STEM workforce is still far below their numbers in the general population. Their participation could help re-establish the United States' preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. The challenge for the nation is how to capitalize on the unique strengths and attributes of these institutions and to equip them with the resources, exceptional faculty talent, and vital infrastructure needed to educate and train an increasingly critical portion of current and future generations of scientists, engineers, and health professionals. Minority Serving Institutions examines the nation's MSIs and identifies promising programs and effective strategies that have the highest potential return on investment for the nation by increasing the quantity and quality MSI STEM graduates. While the Consortium's Research, Education and Technology Transfer (RETT) Plan is the cornerstone of its overall program efforts, the initial programmatic activities of the Consortium focused on environmental education at all levels with the objective of addressing the underrepresentation of minorities in the environmental professions. Book excerpt: Pursuant to the language included in Executive Order 12677 and Public Laws 99-383 and 99-661 and to Secretary of Defense directive, the Army Science Board (ASB) was directed to review the Army's activities involving Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs). An ASB Ad Hoc Subgroup (AHSG) was duly established; the initial report was dated November 8, 1991. This final report fulfills all ASB responsibilities indicated in the Terms of Reference of the OASA (RDA) January 14, 1991 tasking letter. As a result of the AHSG's evaluations during the past year, questions were raised and conclusions drawn relative to current Army program efforts. It is concluded that the HBCU/MIs are a valuable resource and represent an area of long-term importance to the Army, with the potential to provide a variety of Army needs; it is emphasized, however, that potential benefits will be realized only through the creation of a true partnership between the Army and the HBCU/MIs through the establishment of a centralized, consistently-funded, coherently managed program, and through infrastructure support for the HBCU/MIS.
