Book Recruiting for Uncle Sam

Download or read book Recruiting for Uncle Sam written by David R. Segal and published by . This book was released on 1989 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Which citizens have fought America's wars? Which ones should fight in the future, and how should they be recruited? Should military or other national service be an obligation for every citizen? David Segal's probing look at the complex issues behind these questions tells us much about the changing manpower needs of our armed forces and about the evolution of civil-military relations in the United States. Segal analyzes the mobilization, contributions, and limitations of drafted, reservist, and volunteer forces from the early days of the republic to the present. In the process, he shows how Americans have come to separate the benefits of citizenship from service to their country. Symptomatic of this separation is the current reliance on an all-volunteer military, a system that treats military service more as an occupation and opportunity for self-advancement than as a civic duty and obligation. Drawing on a vast interdisciplinary literature in American history, sociology, political science, and economics, Segal illuminates the ways demographics, weapons technology, international relations, scientific management, and social policies have all affected the composition of America's armed forces. He also shows how the military anticipated and expanded the American welfare system and played a pivotal role in creating better opportunities for minorities and women. The capabilities and performance of U.S. armed forces in future conflicts will depend on a thorough understanding of and informed response to the crucial manpower issues Segal discusses. His thoughtful study should be required reading for military professionals and policymakers and will be of interest to anyone concerned about the future of this country's armed forces.

Book Defense Manpower Policies in Northern and Central European NATO

Download or read book Defense Manpower Policies in Northern and Central European NATO written by Ragnhild Sohlberg and published by . This book was released on 1980 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note provides a brief overview of policies and practices as observed in seven European NATO countries: Belgium, Denmark, the Federal Republic of Germany (West Germany), France, the Netherlands, Norway, and the United Kingdom. This survey of manpower force mixes (active/reserve, conscript/volunteer) and utilization policies shows that national differences tend to be reasonable responses to local conditions that are not easily altered. The observed differences in manpower procurement and utilization policies also raise doubts about how to sum the NATO parts and about the meaning attached to NATO/Warsaw Pact comparisons as they are usually presented. Current manpower procurement policies tend to reflect traditions, but the use of conscripts has adapted to military and nonmilitary changes in the environment since World War II. Some of the adjustments reflect civilian sector developments, and others reflect military developments.

Book Defense Manpower Policy

Download or read book Defense Manpower Policy written by Richard V. L. Cooper and published by RAND Corporation. This book was released on 1979 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: Selected presentations from the 1976 Rand Conference on Defense Manpower, a DOD-wide effort to bring together researchers and policymakers to discuss important defense manpower policy problems. The nineteen papers reproduced in this volume cover four broad policy areas: (1) the demand for manpower, including both numbers and types of personnel needed and how these requirements are affected by various factors; (2) military manpower procurement in a volunteer environment; (3) other aspects of the military manpower management problem, including training, promotion, and compensation; and (4) economic and social effects associated with defense manpower. One of the primary purposes of the conference was to exchange information and ideas and to begin to establish research priorities. These papers, which highlight problem areas and suggest potential solutions, offer a useful first step in structuring the overall defense manpower policy problem.
