Book excerpt: The Department of Defense (DOD) reports data about the operational readiness of its forces. In 1999, Congress directed DOD to create a comprehensive readiness system with timely, objective, and accurate data. In response, DOD started to develop the Defense Readiness Reporting System (DRRS). After 7 years, DOD has incrementally fielded some capabilities, and, through fiscal year 2008, reported obligating about $96.5 million. GAO was asked to review the program including the extent that DOD has (1) effectively managed and overseen DRRS acquisition and deployment and (2) implemented features of DRRS consistent with legislative requirements and DOD guidance. GAO compared DRRS acquisition disciplines, such as requirements development, test management, and DRRS oversight activities, to DOD and related guidance, and reviewed the system's current and intended capabilities relative to legislative requirements and DOD guidance. We did not evaluate DOD's overall ability to assess force readiness or the extent that readiness data reflects capabilities, vulnerabilities, or performance issues. GAO is making recommendations to address the risks facing DOD in acquiring and developing DRRS and increase the chance of success. DOD agreed or partially agreed with three of our eight recommendations, and disagreed with the remaining five because it stated that it was already taking actions in these areas.

Many of these functions are performed by the DAFAs—DOD’s 19 defense agencies and 8 field activities intended to provide department-wide consolidated support functions. GAO has previously identified instances of fragmentation, overlap, and duplication among the DAFAs. This report evaluates the extent to which (1) DOD has assessed the continuing need for each DAFA; (2) any overlap or fragmentation among the DAFAs that provide human resources services has affected service delivery; and (3) DOD has monitored and evaluated the results of its efficiency initiatives that affect the DAFAs. GAO is making five recommendations, including for DOD to develop internal guidance to conduct and record its reviews of DAFAs; collect consistent performance information and comprehensive overhead cost information; establish time frames and deliverables for key reform efforts; and ensure routine and comprehensive monitoring and evaluation of ongoing efficiency initiatives.

Corrosion can affect military readiness by taking critical weapon systems out of action and creating safety hazards. Corrosion can also lead facilities to experience structural failures and loss of capital investments. In this report, among other things, GAO assesses the extent to which DOD has (1) consistently reported the funding levels needed to perform the Corrosion Executives’ duties and (2) provided oversight of corrosion planning for major weapon system programs. GAO is making five recommendations to DOD, including (1) issuing guidance for identifying and reviewing funding levels for performing Corrosion Executive duties, (2) ensuring that the Corrosion Office develops a process to maintain documentation of its reviews of corrosion planning, and (3) ensuring that Corrosion Executives establish guidance on reviewing the adequacy of corrosion planning.
