At one end of the arc, the goal is effectiveness: insuring that the military gets the best equipment and support available as rapidly as possible even if this means choosing a more costly alternative. Effectiveness is the priority when U.S. forces are engaged in combat as they have been for the past decade. At the other end of the arc, the goal is efficiency: providing solutions based generally on lowest cost. In order to achieve efficient outcomes, the acquisition system tends to increase oversight and slow down the process of buying goods and delivering services. A focus on efficiency is common in peacetime, particularly when defense budgets are declining. The current period in world history can be characterized as 'neither war nor peace.' At the same time, defense budgets have begun to decline and pressure is increasing to reduce acquisition costs. A number of defense department organizations have instituted innovative approaches to acquisition and supply chain management that achieve a balance between effectiveness and efficiency. In most instances, these examples are based on the use of commercial best practices. The Department of Defense needs to examine its acquisition portfolio with an eye to expanding the use of proven, innovative procurement and supply chain management techniques. The department also should seek to expand the current, limited use of performance-based logistics contracts.

Book excerpt: Since 1939, the U.S. government, using the National Defense Stockpile (NDS), has been stockpiling critical strategic materials for national defense. The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.

In this future conflict the U.S. Army finds itself stranded on the bafflefield and incapable of sustaining operations because of failures in strategic logistics planning in the late nineteenth century. Using the vignette to create a plausible failure of logistics, the author then critically examines the strategic thinking of senior leadership in regard to the current Revolution in Military Logistics (RML) in light of knowledge of the relationship between past Revolutions in Military Affairs (RMAs) and RMLs. From this perspective the author argues that planners in the 1990s did not recognize the true nature of the RML at the time and focused on technological enhancements to the old logistics paradigm, failing to foresee and develop the requisite doctrine, organizational structure, and new technologies necessary to support the on-going RMA.
