Book excerpt: With fewer troops permanently stationed overseas, prepositioned stocks of equipment and supplies have become an integral part of the Department of Defense's DoD ability to project forces into conflict areas faster. The importance of prepositioned stocks to the U.S. military was highlighted during recent operations in Iraq. The military used equipment and supplies stored at land sites in the region and offloaded mush of the stocks from its prepositioning ships. Perhaps more importantly, the availability of the sites gave the United States the facilities it needed to assemble forces for combat. Recognizing the importance of the department's prepositioning programs, Congress has made significant investments in these programs. In recent years, the services have collectively used over $1 billion each year to operate and maintain their prepositioning programs; by fiscal year 2005 this amount had declined to about $724 million, since a large portion of these stocks were used to support military operations in Iraq. However, billions of dollars in future investments will be needed to recapitalize equipment and develop future programs. The recently published National Defense Strategy indicates that prepositioning will continue to be an important aspect of DoD's defense posture in the future. The strategy establishes several goals for the future of these programs, including the need for the programs to be more flexible and increasingly joint in character.

Within DOD, PBL is the purchase of performance outcomes, such as system availability, rather than the purchase of individual elements of logistics support -- such as parts, repairs, and engineering support. Although PBL initially arose from efforts to reduce support costs, questions have arisen about whether PBL has reduced support costs as originally intended. GAO was asked to evaluate the extent to which DOD has used business case analyses to guide decisions related to PBL arrangements and the impact PBL arrangements have had on weapon system support costs. In conducting the review, GAO analyzed the implementation of PBL arrangements for 29 weapon system programs. GAO also looked at the use and characteristics of performance-based contracting in the United Kingdom's Ministry of Defence. GAO makes five recommendations, including that DOD require the development of business case analyses, clearly define specific criteria for their development, and require that the services improve their internal controls to ensure that the analyses are performed. GAO also recommends that DOD require program offices to collect and report detailed support cost data for their PBL arrangements. DOD generally concurred with these recommendations.

GAO has identified DOD supply-chain management as a high-risk area due in part to ineffective and inefficient inventory-management practices and weaknesses in forecasting the demand for spare parts. These factors have contributed to the creation of on-order and on-hand excess inventory. GAO was asked to review DLA's inventory-management practices. GAO reviewed, among other things, the extent to which DLA has (1) developed and met goals to reduce on-hand inventory and on-order excess inventory while reducing backorders, and any challenges faced in doing so, and (2) implemented initiatives using a comprehensive management approach to improve inventory management. GAO analyzed inventory data from 2009 through 2013, evaluated DLA's inventory processes, and interviewed DLA and DOD officials.
