To encourage an increased use of energy from renewable sources, such as solar and wind power, (1) the Energy Policy Act of 2005 (the 2005 Act) directs DOD to consume at least 3 percent of its total electricity from renewable resources starting in fiscal year 2007; (2) Executive Order 13423 (the 2007 Executive Order) directs that an amount equal to half of the statutorily required renewable energy be generated by sources placed into service in 1999 or later; and (3) the 2007 Defense Authorization Act directed that at least 25 percent of electricity consumed by DOD come from renewable sources in fiscal year 2025. GAO was asked to examine (1) DOD's progress toward these three key goals for consuming renewable energy in fiscal years 2007 and 2008, (2) challenges to DOD meeting those goals, and (3) DOD's plans to meet the goals. GAO reviewed relevant laws and DOD and Department of Energy (DOE) policy, plans, and data; interviewed agency officials; and visited DOD facilities. GAO makes 5 recommendations to DOD, including that DOD accurately report progress toward the goals and develop a long-term, DOD-wide plan to address challenges and meet goals. DOD concurred with 4 recommendations and partially concurred with 1, agreeing with its intent but stating that it is a service responsibility.

Book excerpt: To meet the challenges associated with a threefold increase in the Army's military construction program between fiscal years 2005 and 2009, the Army adopted numerous changes, including the expanded use of wood materials and modular building methods, designed to reduce building costs and timelines for new facilities. With the changes, the Army set goals to reduce building costs by 15 percent and timelines by 30 percent. The Army, Navy, and Air Force have also faced challenges associated with incorporating both antiterrorism construction standards and sustainable design ("green") goals into new facilities. GAO was asked to (1) assess the Army's progress in meeting its goals, (2) evaluate the merits from the Army's expanded use of wood materials and modular building methods, and (3) examine potential conflicts between antiterrorism construction standards and sustainable design goals. GAO reviewed relevant documentation, interviewed cognizant service officials, analyzed selected construction project data, and visited five Army installations to review facilities built with alternative materials and methods. GAO recommends that the Department of Defense (DOD) determine the merits and long-term costs from the use of alternative building materials and methods and subsequently revise its military construction guidance, as deemed appropriate. DOD generally agreed with the recommendations.

The resulting large increase in personnel associated with these initiatives at many installations has required and will continue to require significant facility planning and construction to meet needs. GAO was asked to (1) describe the Army's investment in domestic facilities to meet the needs associated with the initiatives; (2) determine the extent to which the Army's facility planning systems are complete, current, and accurate; and (3) assess whether stationing information has been provided to installations far enough in advance to permit facility planning and acquisition to accommodate arriving personnel. To address these objectives, GAO reviewed relevant documentation; analyzed budget documents, information from Army planning systems, and facility criteria standards; visited installations; and interviewed relevant officials. GAO is recommending improvements to the Army's facility planning systems and actions to improve communication and timeliness of stationing information provided to affected installations. DOD concurred with all of GAO's recommendations.

In 1997, DOD decided that privatization was the preferred method for improving utility systems, and Congress approved legislative authority for privatizing DOD's utility systems with Public Law No. 105-85. DOD estimates that some utility privatization contracts will cost over $100 million. In a May 2005 report, GAO identified several management weaknesses in DOD's implementation of the program. The Fiscal Year 2006 National Defense Authorization Act required GAO to evaluate and report on changes to the utility privatization program since May 2005. Accordingly, this report updates the status of the program and discusses the effect of DOD's changes on the concerns noted last year. To conduct this review, GAO summarized program status and costs, assessed DOD's changes to program guidance and in other areas, and reviewed the services' implementation of the changes.
