The National Defense Authorization Act for Fiscal Year 2015 included a provision for DOD to submit the Study to the congressional defense committees and for GAO to review the Study. DOD submitted its study in February 2016. This report assesses, among other things, the extent to which the Study followed an approach that is consistent with relevant generally accepted research standards and utilized key practices for estimating cost savings. GAO compared the Study with generally accepted research standards that were developed by reviewing research literature and DOD guidance and with key practices derived from cost-estimating guidance. Book excerpt: In recent years, the Senate Armed Services Committee and DOD have raised concerns that the military health system has prioritized peacetime care to the detriment of combat casualty care capability and wartime medical skills. This report examines the extent to which DOD has (1) determined and reported to Congress on its operational medical and dental personnel requirements, and (2) initiatives to maintain and a methodology to assess the critical wartime readiness of medical providers. GAO is making six recommendations, including that DOD establish joint planning assumptions and a definition, and a method for assessing medical and dental personnel requirements; identify and mitigate limitations in a clinical readiness metric for medical providers; and determine specialties and estimate costs and benefits for applying a readiness metric.

Download or read book Defense Health Care written by United States. Government Accountability Office and published by . This book was released on 2018 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: In fiscal year 2017, DOD provided health care to 9.4 million beneficiaries, including servicemembers, retirees, and their families at a cost of $43 billion. For more than a decade, partially in response to congressional mandates, DOD has worked to address inefficiencies in the Military Health System to control costs. To further achieve efficiencies, the NDAA for Fiscal Year 2017 required DOD to develop an implementation plan that addressed four elements related to transferring the administration of the MTFs to the DHA. DOD issued the plan in June 2018. GAO determined whether (1) DOD’s plan included the statutory elements related to the transfer of administration of the MTFs to the DHA and (2) additional information would be useful to demonstrate that the plan will reduce or better manage duplication and improve efficiencies. GAO assessed DOD’s plan against the required elements and, where appropriate, considered the extent to which the plan provided detailed information related to key change management practices identified in past GAO work. GAO recommends that DOD define and analyze the 16 operational readiness and installation-specific medical functions for duplication, validate headquarters-level personnel requirements, and identify the least costly mix of personnel.

Book Defense Health Care Reform

Download or read book Defense Health Care Reform written by United States. Government Accountability Office and published by . This book was released on 2014 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: To help address DOD's escalating health care costs, in 2013 DOD established the DHA to, among other things, combine common medical services such as medical education and training. DOD trains its servicemembers for a wide variety of medical positions, such as physicians, nurses, therapists, and pharmacists. DHA's Education and Training Directorate is to oversee many aspects of DOD's medical education and training and is now expected to begin operations in August 2014. GAO was mandated to review DOD's efforts to consolidate medical education and training. GAO examined the extent to which DOD has (1) conducted analysis to reform medical education and training to achieve cost savings and (2) determined whether the consolidation of training at METC has resulted in cost savings and designed processes to assess its effectiveness. GAO compared DHA implementation plans and METC budget information from fiscal years 2010 through 2012 with best practices and interviewed officials from the DHA, METC, and military services' Surgeons General offices. GAO recommends that DOD conduct a fully developed business case analysis for the Education and Training Directorate and develop baseline cost information as part of its metrics to assess cost savings for future consolidation efforts.

Available in PDF, EPUB and Kindle. Book excerpt: For the past decade, DOD has been taking actions to reform its health system. The military health system is a massive enterprise charged with maintaining a medically ready force and ready medical personnel. To achieve this mission, DOD estimated it will provide care to approximately 9.6 million beneficiaries at a cost of more than $55.8 billion in fiscal year 2023. This report examines (1) statutory requirements for reform of the military health system that GAO identified within each NDAA for fiscal years 2012 through 2022, and the extent to which DOD has (2) taken actions to address these requirements for military health system reform and assessed the effectiveness of certain reforms, and (3) monitored actions taken in response to the requirements. GAO is making four recommendations, including that DOD finalize implementation plans for the transfers of (1) public health and (2) research and development organizations, and establish a process to monitor actions taken to address statutory requirements for the military health system.

Section 731 of the National Defense Authorization Act for Fiscal Year 2013 required DOD to provide three submissions detailing its plan to reform its MHS governance structure and also mandated that GAO submit an analysis of DOD's first two submissions. This report addresses the extent to which DOD's March and June 2013 submissions met the statutory requirements and reflect key management practices. GAO compared DOD's submissions for reforming its MHS governance structure with the (1) statutory requirements and (2) key management practices contained in GAO's Business Process Reengineering Assessment Guide and other relevant GAO work. Additionally, GAO interviewed DOD officials from the Office of the Assistant Secretary of Defense for Health Affairs, the MHS Transition Office, and the military services' Surgeons General offices. What GAO RecommendsTo provide decision makers with more complete information on the implementation of DOD's newly created DHA, GAO recommends that DOD develop and present to Congress fully developed performance measures, interim timelines, and staffing baseline assessments, and refined cost savings estimates. In written responses to this report, DOD"

Book excerpt: The Dept. of Defense (DoD) reports data about the operational readiness of its forces. In 1999, Congress directed DoD to create a comprehensive readiness system with timely, objective, and accurate data. In response, DoD started to develop the Defense Readiness Reporting System (DRRS). After 7 years, DoD has incrementally fielded some capabilities, and, through FY 2008, reported obligating about $96.5 million. This report reviews the program including the extent that DoD has: (1) effectively managed and overseen DRRS acquisition and deployment; and (2) implemented features of DRRS consistent with legislative requirements and DoD guidance. Includes recommendations. Charts and tables. This is a print on demand report.

Book Defense Health Care

Available in PDF, EPUB and Kindle. Book excerpt: DOD’s health care system prepares medical personnel for wartime or humanitarian missions while providing health care to servicemembers and other eligible beneficiaries. It is responsible for ensuring that military servicemembers are physically and mentally fit to perform their missions and that it has an adequate number of medical personnel with the requisite skills and training to meet DOD’s mission needs (operational medical force readiness). DOD uses GME programs to recruit and retain military physicians by providing specialized medical training through physician residencies and fellowships in exchange for active duty service obligations. GAO assessed to what extent DOD's proposed oversight process, as outlined in its report to Congress, addressed each of the NDAA 2017 requirements.

Book Growth in medical spending by the Department of Defense

Download or read book Growth in medical spending by the Department of Defense written by Allison Percy and published by Congressional Budget Office. This book was released on 2003 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: A CBO Study. Examines reasons for the increase in spending on medical care by the Department of Defense from fiscal years 1998-2003. Also considers directions in future medical spending. From fiscal year 1988 to 2003, the Department of Defense’s (DoD’s) spending on medical care almost doubled in real terms. That growth occurred despite large reductions in the size of the active-duty military force and a substantial reduction in the size of the military’s own hospital system. This Congressional Budget Office (CBO) study—prepared at the request of the Chairman of the Senate Budget Committee—examines the reasons for those increases and considers directions for the future. Already, DoD’s total spending on health care is more than half as large as its cash compensation. Looking forward, CBO’s analysis examines how overall growth of health care costs in the economy could affect DoD’s health care costs through 2020, as well how changes in benefits could do so.
