Download or read book The Defence strategy for acquisition reform written by Great Britain: Ministry of Defence and published by The Stationery Office. This book was released on 2010-02-03 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK spends approximately £20bn annually on military goods and services, around two-thirds of the total Defence Budge The challenges are constantly evolving, and there has been a succession of reforms to the acquisition process, each building on the last, and between them delivering significant improvement: more recent equipment projects show less tendency towards cost growth and time slippage; there is a more holistic, 'throughlife' approach to providing capability (Chapter 5); and a stronger and more mutually beneficial relationship with industry (Chapter 6). Around 98 per cent of major projects deliver the operational performance needed at the front line. But they also tend to increase in cost - by an average of 2.8 per cent each year - and to suffer delay averaging 5.9 months. More projects must be delivered to cost and time. An independent report into defence acquisition by Bernard Gray (available at: http://www.mod.uk/NR/rdonlyres/78821960-14A0-429E-A90A-FA2A8C292C84/0/ReviewAcquisitionGrayreport.pdf) concluded that overall plans for new equipment were too ambitious, and needed to be scaled down to match the funding likely to be available; and management of equipment portfolios must be improved. This strategy is built around those conclusions. The framework is designed so that the Ministry of Defence will make better decisions about what equipment (and wider services) to buy, how to ensure they are delivered on time, to cost and provide the desired performance; and in doing so, recognise and properly manage all the other strands (training, personnel, information, doctrine, organisation, infrastructure and logistics) needed to deliver and sustain effect on the ground.
Download or read book Chinese Military Reform in the Age of Xi Jinping Drivers Challenges and Implications written by Joel Wuthnow and published by Government Printing Office. This book was released on with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Download or read book Statistics Testing and Defense Acquisition written by National Research Council and published by National Academies Press. This book was released on 1998-05-08 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. This book examines the milestone process, as well as the DOD's entire approach to testing and evaluating defense systems. It brings to the topic of defense acquisition the application of scientific statistical principles and practices.

Download or read book US Defense Politics written by Harvey M. Sapolsky and published by Routledge. This book was released on 2020-12-30 with total page 427 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an accessible overview of US defense politics for upper-level students. This new edition has been updated and revised, with new material on the Trump Administration and Space Force. Analyzing the ways in which the United States prepares for war, the authors demonstrate how political and organizational interests determine US defense policy and warn against over-emphasis on planning, centralization, and technocracy. Focusing on the process of defense policy-making rather than just the outcomes of that process, US Defense Politics departs from the traditional style of many textbooks. Designed to help students understand the practical side of American national security policy, the book examines the following key themes: US grand strategy; the roles of the president and the Congress in controlling the military; organizational interests and civil-military relations; who joins America's military; what happens to veterans after wars; how and why weapons are bought; the management of defense and intra- and inter-service relations; public attitudes toward the military; homeland security and the intelligence community. The fourth edition will be essential reading for students of US defense politics, national security policy, and homeland security, and highly recommended for students of US foreign policy, public policy, and public administration.
