Available in PDF, EPUB and Kindle. Book excerpt: There is a multi-dimensional need for studying the energy situation in Turkey and to obtain insight into the development of CO2 emissions. On the one hand, recent projections of the OECD show that Turkey has a yearly GDP growth potential of over 7%. On the other hand, recent projections of UNDP and World Bank indicate that the level of CO2 emission is going to rise six-fold by 2025 with respect to the level of emissions in 1990. It is a great challenge to both meet the growth target and keep the CO2 under control. Thereupon, this paper tries to unfold factors that explain CO2 emissions by undertaking a complete decomposition analysis for Turkey over the period 1980-2003. The analysis shows, as is common to relatively fast growing economies, that the biggest contributor to the rise in CO2 emissions is the expansion of the economy (scale effect). The carbon intensity and the change in composition of the economy, which nearly move in tandem, also contribute to the rise in CO2 emissions, albeit at a slower rate. The energy intensity of the economy, which is decreasing, is responsible for a modest reduction in CO2 emissions. Hence, in congruence with the scale effect, we do not find a decoupling of carbon emissions and economic growth in Turkey over the period 1980-2003.

Despite episodes of fast growth, this has become a vital question for the Turkish economy, in order to avoid being stuck in a middle-income trap. There has been an increase in the number of studies presenting growth in Turkey and quantifying the sources of economic growth, however, due to the difference in the main underlying assumptions and the time period covered in these studies, the results differ. The second strand of literature on growth in Turkey identifies the relative underperformance of the Turkish economy by developing models with microeconomic foundations. Given the fact that there are a large number of studies investigating the macro dynamics of growth in Turkey, the book’s unique focus on the "neglected" issues in growth discussions closes the gap in the existing literature. It addresses the micro, macro, regional, and gender aspects, the environment–energy–growth nexus, as well as the microeconomic dynamics of growth. It also analyses the other significant determinants of long run growth in Turkey such as import dependency and saving-investment decision. The authors provide a macro overview of all of the precluded subjects in order to evaluate them in relation to one other, as well as to derive policy conclusions from them. This book primarily targets academics as well as graduate and undergraduate social sciences and humanities students both in Turkey and other countries. It is also a must read for researchers and policy makers not only in Turkey but also in other developing economies and is of interest to specialists of non-governmental and non-profit organizations.

Climate change will not discriminate between rich and poor nations, and yet the UN-driven process of negotiating a global climate governance regime has hit serious roadblocks. This book takes a trans-disciplinary perspective to identify the causes of failure in developing an international climate policy regime and lays out a roadmap for developing a post-Kyoto (post-2012) climate governance regime in the light of lessons learned from the Kyoto phase. Three critical policy analytical lenses are used to evaluate the inherent complexity of designing post-Kyoto climate policy: the politics of scale; the politics of ideology; and the politics of knowledge. The politics of scale lens focuses on the theme of temporal and spatial discounting observed in human societies and how it impacts the allocation of environmental commons and natural resources across space and time. The politics of ideology lens focuses on the themes of risk and uncertainty perception in complex, pluralistic human societies. The politics of knowledge lens focuses on the themes of knowledge and power dynamics in terms of governance and policy designs, such as marketization of climate governance observed in the Kyoto institutional regime.
