Book The Political Economy of Long Term Revenue Decline in Sri Lanka

Download or read book The Political Economy of Long Term Revenue Decline in Sri Lanka written by Mick Moore and published by . This book was released on 2018 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the 1950s to the 1980s, Sri Lankan governments collected a high proportion of Gross Domestic Product (GDP) in taxes. They spent most of that money on mass provision of health and education services, and subsidised food. Sri Lanka was a model welfare state, with unusually high human development indicators. Contemporary Sri Lankan governments spend very little on their poor citizens. A major reason is that since 1990 the proportion of GDP collected in tax revenue has steadily declined, such that it is now at unusually low levels. Internal conflict, although almost endemic, does not explain declining tax collection. The decline results from a continuous series of policy decisions to exempt wealthier people, businesses, incomes and assets from taxes. This paper analyses the more identifiable political and institutional processes through which the political preferences of the wealthy and powerful were translated into low revenue collection. They are: the declining power of popular forces (notably programmatic political parties and trade unions); the emergence of foreign aid and loans as an alternative to domestic revenue mobilisation; the institutionalisation of pressure to exempt the private sector from taxes; powerful executive presidents who undermined or dispensed with the authority of ministers of finance; and a political and institutional lock-in to a high dependence on taxes levied on a declining sector of the economy - imports - and to the Customs Department that collects them.

Available in PDF, EPUB and Kindle. Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book Sri Lanka Ethnic Fratricide and the Dismantling of Democracy

Download or read book Sri Lanka Ethnic Fratricide and the Dismantling of Democracy written by Stanley Jeyaraja Tambiah and published by University of Chicago Press. This book was released on 1986 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: Focusing on the historical events of post-independence Sri Lanka, S. J. Tambiah analyzes the causes of the violent conflict between the majority Sinhalese Buddhists and the minority Tamils. He demonstrates that the crisis is primarily a result of recent societal stresses—educational expansions, linguistic policy, unemployment, uneven income distribution, population movements, contemporary uses of the past as religious and national ideology, and trends toward authoritarianism—rather than age-old racial and religious differences. "In this concise, informative, lucidly written book, scrupulously documented and well indexed, [Tambiah] trains his dispassionate anthropologist's eye on the tangled roots of an urgent, present-day problem in the passionate hope that enlightenment, understanding, and a generous spirit of compromise may yet be able to prevail."—Merle Rubin, Christian Science Monitor "An incredibly rich and balanced analysis of the crisis. It is exemplary in highlighting the general complexities of ethnic crises in long-lived societies carrying a burden of historical memories."—Amita Shastri, Journal of Asian Studies "Tambiah makes an eloquent case for pluralist democracy in a country abundantly endowed with excuses to abandon such an approach to politics."—Donald L. Horowitz, New Republic "An excellent and thought-provoking book, for anyone who cares about Sri Lanka."—Paul Sieghart, Los Angeles Times Book Review

Book excerpt: This Selected Issues paper on Sri Lanka reviews several issues that highlight both Sri Lanka’s accomplishments and their policy constraints amidst a protracted period of civil conflict and political instability. High intermediation costs have held back development of the financial sector and could also frustrate Sri Lanka’s quest for higher growth. The main constraints to achieving higher growth include the civil conflict, political instability, high fiscal deficits and inflation, and underdeveloped financial markets.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper focuses on the fiscal position of Sri Lanka. The standard analysis shows that, prior to the adjustment announced in the 2002 budget, fiscal policy was clearly unsustainable, leading to a rising debt-to-GDP ratio. The paper looks at external debt and complements the analysis of the public debt dynamics. The baseline scenario shows that debt ratios decline significantly in the medium term, as a result of strong growth founded on renewed peace and political stability, far-reaching structural reforms, and stable macroeconomic conditions.
