Book excerpt: The potential of civil society in interfacing with the government for ensuring good governance has gained currency in academic and policy debates in the recent times. This becomes particularly relevant in an old democracy like India where the State has not been able to meet the need for basic things. However, the State provides space and freedom for people to engage in collective action, to critically evaluate the State’s policies and demand a revision in policy for effective implementation of the laws that are elaborately codified in the Constitution and also to improve the functioning of its institutions. This book studies the level of participation of tribal communities in the new Panchayat Raj dispensation introduced in Andhra Pradesh since the PESA Act. It specifically analyses how much the community has achieved or benefited after the introduction of Panchayat Raj. The objective is to determine how the power structures of tribal communities have been influenced by the socio-political changes and institutional innovations, like the extension of representative democracy at the grassroots level; what kind of changes have taken place in the study area with the institutionalization of Panchayats; and the politicization of the tribal people by the different parties. This book also throws light on the role of civil society actors in influencing governance positively as well as the limitations that have inhibited the impact of their influence. The empirical research highlights that the institution of Gram Sabha has been instrumental in bringing transparency and accountability in the working of local bodies. The author has rightly emphasized the need for an attitudinal change both in the political and administrative machinery at State, district and village level. The inter-relationship of the three Ds, i.e. Democracy, Decentralisation and Development, has been brought out beautifully with the support of field study. While the 73rd amendment and PESA Act of the Constitution has mandated the democratization of local self-governments, the process of decentralisation is yet to take concrete shape through real devolution from Lok Sabha to Gram Sabha.

Book excerpt: ​This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. Book excerpt: This paper traces the process of the formulation of Decentralised Planning in the Tribal Regions of Odisha while examining the case of Sundargarh District. The paper also tries to provide an analytical glimpse between the powers devolved to the Local Governments in the Scheduled Areas of Odisha to formulate Decentralised Planning and ground reality of preparation of such plans in the context of the implementation of the Provisions of Panchayats (Extension to Scheduled Areas) Act (PESA Act). Formulation of Decentralised Planning in Odisha was taken up in the year 2008. However, based on the secondary data and field experience, the paper has revealed that “structural impediments” and “functional incapacity” of the Local Governments in the Scheduled Areas have hampered the spirit of such institutions with regard to the planning and implementation of the development programs. The paper argues that Decentralised Plans should be realistic based on the effective utilisation of local resources. Local development issues should be prioritised and implementation should be done accordingly. The issues of participation, prioritisation of development needs and rationalisation of the required and available funds are suggested as policy measures considering the provisions of the PESA Act.

Book excerpt: The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment, and is often perceived to be the ‘Somalia’ of the country. It is also the site of a large number of governmental interventions. This book focuses on processes of governance in Odisha, and provides an ethnographic account of the changing forms of governmental actions in Kalahandi by analysing the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed development project. The book also shows the morphings of the forms of the state on the ground, and the ways in which it is perceived by the agents and objects of statist actions. Arguing that changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes the governmental tactics related to emergent modes of governmental action. The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of ‘the social’ as a terrain and object of governmental actions, as two important effects of the process of deployment of these tactics. It argues that the vernacular sphere of toutary is a key domain of sociality that frames the perceptions and actions of people related to the state in Odisha. As a domain, toutary is populated by social agents, called touters; toutary can be understood as the interstitial zone between state and society shaped by the increasing penetration by the state into society through social technologies. By providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations.
