He examines three economic layers: the building blocks (five institutional forms), periods of relative stability (three regimes), and the overarching mode of production. Ultimately, the most resilient of all the regimes was subsistence survival, for which the regular collapse of kingdoms and empires was a blessing rather than a curse. Students will come away with a clear understanding of the dynamics of the economy of ancient Israel. Boer's volume should become a new benchmark for future studies.

The initially voluntary character of labor on public building projects evolved into corvee as the primary way of obtaining labor. Among other characteristics are the minor significance of slave labor; the role of large building projects as a tool of social and political integration; the use of hired workers as a way of dealing with the systemic shortage of labor, and the practice of compensating the employees of large organizations with salaries in food and/or land allotments. By late Neolithic times the obligation to supply corvee labor services became the basis for assigning land tenure. The historical data demonstrate that the corvee labor tax became the basis for assigning property rights, not a later intrusion on these rights. Book excerpt: In the mid-first millennium B.C., the Eanna temple at Uruk sacrificed a minimum of nine lambs every day in its basic routine of offerings to its gods; in addition to these, special occasions and festivals demanded the sacrifice of as many as 90 lambs in a single day. All told, the Eanna sacrificed about 4,300 lambs per year. There were more than 120 herdsmen connected to the Eanna at any given time, and the temple expected there to be tens of thousands of sheep and goats under their responsibility. These herdsmen delivered male lambs to the Eanna for sacrifice, and the temple had an internal infrastructure for the care, maintenance, and ritual expenditure of these lambs; they also delivered wool, which the Eanna sold mostly in bulk quantities. This book aims to analyze the economic organization of this entire system of sheep and goat maintenance and utilization, to explore the economic and social relationships between the Eanna and its herdsmen, and to integrate the study of the Eanna’s animal economy into the developing picture of the Neo-Babylonian temple economy as a whole. Kozuh’s careful examination of the bookkeeping records, the management records, and legal documents connected with this substantial enterprise sheds new light on an arcane area of first-millennium Mesopotamian life that will be sure to enlighten our understanding of the daily life, economy, and social structure of this region.

Workshops devoted to the Ur III period have been a feature of the Rencontre Assyriologique Internationale roughly every other year, beginning in London in 2003. In 2009, Steve Garfinkle and Manuel Molina asked the community of Neo-Sumerian scholars to convene the following year in Madrid before the Rencontre in Barcelona. The meeting had more than 50 participants and included 8 topical sessions and 27 papers. The 21 contributions included in this volume cover a broad range of topics: new texts, new interpretations, and new understandings of the language, culture, and history of the Ur III period (2112–2004 B.C.). The present and future of Neo-Sumerian studies are important not only for the field of Assyriology but also for wider inquiries into the ancient world. The extant archives offer insight into some of the earliest cities and one of the earliest kingdoms in the historical record. The era of the Third Dynasty of Ur is also probably the best-attested century in antiquity. This imposes a responsibility on the small community of scholars who work on the Neo-Sumerian materials to make this it accessible to a broad, interdisciplinary audience in the humanities and related fields. The key monetary innovations are coinage (Asia minor, China, India), the payment of interest on loans, the bill of exchange and deposit banking (Venice, Antwerp, Amsterdam, London). The main financial innovation is the emergence of bond markets (also starting in Venice). Episodes of innovation are contrasted with relatively stagnant environments (the Persian Empire, the Roman Empire, the Spanish Empire). The comparisons suggest that small, open and competing jurisdictions have been more innovative than large empires – as has been suggested by David Hume in 1742.
