Focusing on Amsterdam, London, and Madrid, it examines the policies of integration in a comparative perspective that takes into account transnational, national, regional and local levels. It examines the entire mechanism that Latin American migrants confront in the European cities they settle, and provides readers with a theoretical framework on integration that addresses the concepts of multiculturalism, interculturality, transculturality and transnationalism. This work is based on rich qualitative data from in-depth interviews, focus groups and participant observation complemented by a substantial documentary and legislative analysis. It reveals that current policies are limited and migrants are excluded in most of the formal venues for integration. In addition, the book shows the many ways that migrants negotiate the constraints and imperatives of integration. In Western Europe today, immigrants are largely assuming the entire responsibility of their integration. This book provides readers with much needed insight into why European integration policies are not responding to the needs of immigrants nor to society as a whole.

International Approaches to Governing Ethnic Diversity explores whether and how these international actors contribute to the peaceful and democratic governance of ethnic diversity. It focuses on two broad areas of international work: the evolution of international legal norms regarding the rights of minorities and indigenous peoples, and international approaches to conflict and post-conflict development. The book charts new territory by mapping the range of international actors who affect the governance of ethnic diversity, and exploring their often contradictory roles and impacts. Most international actors come to questions of ethnic diversity indirectly and reluctantly, on the basis of widely varying mandates many of which were established to fulfill other objectives.They naturally therefore have different priorities and perspectives. And yet, the book identifies a striking convergence amongst international actors around discourses of diversity and equality, demonstrating the existence of an epistemic community where actors work within common vocabularies, discourses and principles that attempt to link human rights, pluralism, development and peace.

The global studies approach relies on an understanding of the distinct transitions through which cultures of Latin America have passed as they have adapted to global economic and political forces since the Sixteenth Century. Unlike dependency or world systems theories, a global studies paradigm does not accept the idea that cultures and peoples are passive to globalization or capitalism. This work shows that Latin American institutions can only be understood as embedded in Latin American culture, which is a product of history and adaptation, and has interacted with quite distinct global systems for the last five centuries. The book presents the case that, until very recently, the economic institutions of Latin America were not capitalistic, but either mercantilist or corporatist. Only since 1985 have Latin American countries adopted capitalism and democracy, and these have not been a failure. While this book stresses political and economic analyses, it also examines the impact of corporatism (state capitalism) on ecosystems, demographics, social systems, and cultural forms. The book is a largely upbeat and positive examination of the new phenomenon of globalization in Latin America.
