Book Data and Information Required in Feasibility Studies for Private Toll Road Projects by States and Private Entities Involved in the Evaluation Approval Or Financing of Private Toll Road Projects

Download or read book Data and Information Required in Feasibility Studies for Private Toll Road Projects by States and Private Entities Involved in the Evaluation Approval Or Financing of Private Toll Road Projects written by Thomas L. Glenn and published by . This book was released on 1998 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first in a series of six research reports focusing on the process of preparing and evaluating feasibility studies for private toll road projects in Texas. At present, one of the requirements for preliminary approval of a private toll road by the Texas Transportation Commission is that the Commission must find, on the basis of a feasibility study submitted by the sponsors of a private toll road project, that the project will be financially viable. An attempt to evaluate the financial viability of one private toll road project seeking preliminary approval by the Commission revealed some problems in the evaluation process, stemming from an inadequate list of the data and information that should be included in the required feasibility study, and an imprecise definition of financial viability. The overall objective of this research project is to develop improved procedures for TxDOT's use in determining whether a proposed private toll road project will be financially viable. This report describes the data and information that other states, investment banks, and rating agencies require in feasibility studies for private toll roads.

Book Suggested Guidelines for Preparing and Reviewing Toll Road Feasibility Studies in Texas

Download or read book Suggested Guidelines for Preparing and Reviewing Toll Road Feasibility Studies in Texas written by Thomas L. Glenn and published by . This book was released on 1998 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the final summary report from a research study focusing on the process of preparing and evaluating feasibility studies for private toll road projects in Texas. State legislation requires that the sponsors of a proposed toll road project submit a feasibility study to the Texas Department of Transportation (TxDOT). The financial viability of a proposed project, as documented in the feasibility study, must be considered by the Texas Transportation Commission as part of the approval process. This study was undertaken to examine the issues associated with toll road feasibility studies, the approaches being used in other states, and possible procedures TxDOT can use in determining whether a proposed private toll road project will be financially viable. This report describes the toll road project proposal process in other states, as well as information required from investment banks and rating agencies. The report presents suggested guidelines for preparing toll road feasibility studies, reviewing submitted feasibility studies, and examining the financial viability of private toll roads in Texas.

Book Mastering the Risky Business of Public Private Partnerships in Infrastructure

Download or read book Mastering the Risky Business of Public Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the progress of the nine states participating in the Federal Highway Administration's Toll Facilities Pilot Program, focusing on: (1) project status, estimated construction costs, and start and completion dates; (2) obstacles the states encountered in starting their projects; (3) toll revenue effects on project financing; and (4) states' planned use of innovative toll collection techniques. GAO also provided information on two privately financed toll projects and a California program to test toll projects funded by public-private ventures. GAO found that: (1) Delaware, Georgia, and Pennsylvania started construction projects, California, Florida, South Carolina, Texas, and West Virginia were involved in planning and other preconstruction activities, and Colorado decided not to participate unless it received federal funds specifically for the pilot project in addition to its regular apportionment; (2) although most states encountered limited opposition to tolls, they had to overcome opposition related to neighborhood disruption and some legal and environmental obstacles; (3) toll financing provided states with an additional revenue source for road construction and maintenance; (4) a low federal funding share could encourage states to limit toll use to high-traffic roads; (5) such toll collection innovations as automated vehicle identification equipment could help relieve congestion at toll plazas; (6) Virginia, Illinois, and Missouri were considering privately financed toll road projects; and (7) California recently passed legislation to test public-private funding ventures for road construction.

Book Toll Facilities in the United States

Download or read book Toll Facilities in the United States written by and published by . This book was released on 1999 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report contains selected information on toll facilities in the United States. The information is based on a survey of facilities in operation, financed, or under construction as of January 1, 1999, and is presented in six tables. Table T-1 contains information such as the name, financing or operating authority, location and termini, feature crossed, length, and road system for toll roads, bridges, tunnels, and ferries that connect highways. Table T-2 contains a list of those projects under serious consideration as toll facilities, awaiting completion of financing arrangements, or proposed as new toll facilities that are being studied for financial and operational feasibility. Also included are four tables containing data on receipts and disbursements of toll facilities. These four tables are published in the "1997 Highway Statistics" as Table SF-3B, Table SF-4B, Table LGF-3B and Table LGF-4B. Beginning with this issue of "Toll Facilities in the United States," a section has been added containing available names, addresses, and phone numbers of toll authorities; all toll authorities are not included.
