Normally, BDAR should be used when and where standard maintenance practices are not practical because of the mission, enemy, terrain and weather, troops and support available, time available, civil considerations (METT-TC) or METT-T space and logistics (METT-TSL) for USMC. BDAR is not intended to replace standard maintenance practices but rather to supplement them under certain conditions. Standard maintenance procedures provide the best, most effective means of returning disabled equipment to the operational commander—provided adequate time, parts, and tools are available. High-risk battle damage repairs (involving possible danger to personnel or further damage to equipment) are only permitted in emergencies, normally in a battlefield environment, and only when authorized by the unit commander or his designated representative. The goal is to return a combat system to the battlefield in the least amount of time, while minimizing danger to personnel and equipment. BDAR techniques are not limited to simply restoring minimal functional combat capability. If full mission capability can be restored expediently with a limited expenditure of time and assets, it should be restored. This decision is based on METT-TC. Some BDAR techniques, if applied, may result in shortened lifespan or further damage to components. The commander must decide whether the risk of having one less piece of equipment outweighs the risk of applying a potentially destructive field-expedient repair. Each technique provides appropriate warnings and cautions, which list the system's limitations caused by the action. Personnel must use ground guides and extreme caution when operating recovery assets around or on an aircraft.

This is evident in the rapidly growing number of journal articles and scientific paper sessions dealing with "recovery of function," as well as in the publicity given by the popular press to some of the findings in this field. The present text seeks to examine the foundations of brain lesion research, to review recent material on a number of factors which ap pear to contribute to recovery after brain damage, and to present mod els which have been proposed to account for these effects. In order to best accomplish these goals, a number of key workers in these areas were asked to examine and describe research literatures dealing with specific problems or methodological manipulations associated with brain damage and behavior, using their own experiments and those of others to illustrate important points. In addition, significant interpre tive and theoretical issues were to be evaluated in each chapter.

All of us were impressed by the wealth of empirical data that was being generated by investigators interested in brain damage and recovery from both behavioral and biological orientations. Nevertheless, we were concerned about the relative paucity of attempts to evaluate the data provided by new technologies in more than a narrow context or to present new theories or reexamine time-honored ideas in the light of new findings. We recognized that science is guided by new technologies, by hard data, and by theories and ideas. Yet we were forced to conclude that, although investi gators were often anxious to publicize new methods and empirical fmdings, the same could not be said about broad hypotheses, underlying concepts, or in ferences and speculations that extended beyond the empirical data. Not only were many scientists not formally discussing the broad implications of their data, but, when stimulating ideas were presented, they were more likely to be heard in the halls or over a meal than in organized sessions at scientific meetings.

Kolb's closing lecture. The intervening presentations reviewed progress made in speciftc areas of recovery research. In addition to reviewing progress over the last decade we sought to achieve an additional objective in the way that the invited review lectures were organised. This was to bring together those doing basic research, usually animal research, and those whose of the lectures were "paired", research interests are more clinically orientated. Thus some one concentrating on the results of animal studies and one on clinical research findings.

It is considered the "signature wound" of the conflicts in Iraq and Afghanistan. These injuries result from a bump or blow to the head, or from external forces that cause the brain to move within the head, such as whiplash or exposure to blasts. TBI can cause an array of physical and mental health concerns and is a growing problem, particularly among soldiers and veterans because of repeated exposure to violent environments. One form of treatment for TBI is cognitive rehabilitation therapy (CRT), a patient-specific, goal-oriented approach to help patients increase their ability to process and interpret information. The Department of Defense asked the IOM to conduct a study to determine the effectiveness of CRT for treatment of TBI.
