Book excerpt: Over the last twenty-five years, garbage infrastructure in Dakar, Senegal, has taken center stage in the struggles over government, the value of labor, and the dignity of the working poor. Through strikes and public dumping, Dakar's streets have been periodically inundated with household garbage as the city's trash collectors and ordinary residents protest urban austerity. Often drawing on discourses of Islamic piety, garbage activists have provided a powerful language to critique a neoliberal mode of governing-through-disposability and assert rights to fair labor. In Garbage Citizenship Rosalind Fredericks traces Dakar's volatile trash politics to recalibrate how we understand urban infrastructure by emphasizing its material, social, and affective elements. She shows how labor is a key component of infrastructural systems and how Dakar's residents use infrastructures as a vital tool for forging collective identities and mobilizing political action. Fleshing out the materiality of trash and degraded labor, Fredericks illuminates the myriad ways waste can be a potent tool of urban control and rebellion.

Pointing to a loose network of teachers and students who travel between New York and Dakar around the practice of West African dance forms, the author discusses how this movement is maintained, what role the imagination plays in mobilizing participants and how the ‘cultural flow’ of the dances is ‘punctuated’ by national borders and socio-economic relationships. She explores the different meanings articulated around Sabar’s transatlantic movement and examines how the dance floor provides the grounds for contested understandings, socio-economic relationships and broader discourses to be re-choreographed in each setting.

In 1857, the city of Dakar was built by the French on the site of a small fishing village. Then in 1902, it became the capital of the A.O.F in place of Saint-Louis. Each district has its colors, its charm and its animations. The nights in Dakois are very rhythmic. Downtown Dakar is very convenient for tourists, as it can be visited on foot. There are also many taxis called "Ndiaga Ndiate" and buses throughout the capital. The sandy beaches of Dakar are magnificent. In 1659, Louis Caullier founded the city of Saint-Louis in Senegal. At 260 km from Dakar, located on an island at the mouth of the Senegal River, Saint-Louis is a very rich city with a strong colonial past. In 1916, the Saint-Louisians were considered French in their own right. The same was true of people living in Dakar and Gorée, and so on. Saint-Louis is a very touristic city, because of its history, its culture and its beauty. It is classified as a World Heritage Site by Unesco. There are magnificent beaches, two famous national parks, colonial houses with colorful facades and the famous 500-meter-long Faidherbe bridge linking Saint-Louis and the Sor district. Dakar is a city of extremes, where horse-cart drivers chug over swish highways and gleaming SUVs squeeze through tiny sand roads; where elegant ladies dig skinny heels into dusty walkways and suit-clad businessmen kneel down for prayer in the middle of the street. Once a tiny settlement in the south of the Cap Vert peninsula, Dakar now spreads almost across its entire triangle, and keeps growing. For the traveller, there's much to discover, from peaceful islands just off-shore to vertiginous nightlife dancing to mbalax beats. You can spend your days browsing frenetic markets and taking in the sights of bustling downtown, followed by sunset drinks overlooking the crashing waves. At once both intimidating and deeply alluring, Dakar is a fascinating introduction to Senegal.

As urban youth turn to the Fay?a Tij?niyya Sufi Islamic movement in search of direction and community, these women provide guidance in practicing Islam and cultivating mystical knowledge of God. While women Islamic leaders may appear radical in a context where women have rarely exercised Islamic authority, they have provoked surprisingly little controversy. Wrapping Authority tells these women's stories and explores how they have developed ways of leading that feel natural to themselves and those around them. Addressing the dominant perceptions of Islam as a conservative practise, with stringent regulations for women in particular, Joseph Hill reveals how women integrate values typically associated with pious Muslim women into their leadership. These female leaders present spiritual guidance as a form of nurturing motherhood; they turn acts of devotional cooking into a basis of religious authority and prestige; they connect shyness, concealing clothing, and other forms of feminine "self-wrapping" to exemplary piety, hidden knowledge, and charismatic mystique. Yet like Sufi mystical discourse, their self-presentations are profoundly ambiguous, insisting simultaneously on gender distinctions and on the transcendence of gender through mystical unity with God.

Book excerpt: In the twenty-first century, Senegalese hip hop--"Rap Galsen"--has reverberated throughout the world as an exemplar of hip hop resistance in its mobilization against government corruption during a series of tumultuous presidential elections. Yet Senegalese hip hop's story goes beyond resistance; it is a story of globalization, of diasporic movement and memory, of imagined African pasts and contemporary African realities, and of urbanization and the banality of socio-economic struggle. At particular moments in Rap Galsen's history, origin narratives linked hip hop to a mythologized Africa through the sounds of indigenous oralities. At other times, contrasting narratives highlighted hip hop's equally mythologized roots in the postindustrial U.S. inner city and African American experience. As Senegalese youth engage these globally circulating narratives, hip hop performance and its stories negotiate their place in a rapidly changing world. In Hip Hop Time explores this relationship between popular music and social change, framing Senegalese hip hop as a musical movement deeply tied to both indigenous performance practices and changing social norms in urban Africa. Author Catherine Appert takes us from Senegalese hip hop's beginnings among cosmopolitan youth in Dakar's affluent neighborhoods in the 1980s, to its spread throughout the city's ghettoized working class neighborhoods in the mid- to late-'90s, and into the present day, where political activism and hip hop musicality vie for position in local and global arenas. Book excerpt: In April 1966, thousands of artists, musicians, performers and writers from across Africa and its diaspora gathered in the Senegalese capital, Dakar, to take part in the First World Festival of Negro Arts (Premier Festival Mondial des arts nègres). The international forum provided by the Dakar Festival showcased a wide array of arts and was attended by such celebrated luminaries as Duke Ellington, Josephine Baker, Aimé Césaire, André Malraux and Wole Soyinka. Described by Senegalese President Léopold Sédar Senghor, as 'the elaboration of a new humanism which this time will include all of humanity on the whole of our planet earth', the festival constituted a highly symbolic moment in the era of decolonization and the push for civil rights for black people in the United States. In essence, the festival sought to perform an emerging Pan-African culture, that is, to give concrete cultural expression to the ties that would bind the newly liberated African 'homeland' to black people in the diaspora. This volume is the first sustained attempt to provide not only an overview of the festival itself but also of its multiple legacies, which will help us better to understand the 'festivalization' of Africa that has occurred in recent decades with most African countries now hosting a number of festivals as part of a national tourism and cultural development strategy.

They were all suspicious persons kept under surveillance by French colonial authorities in West Africa in the 1920s and 1930s. Colonial Suspects looks at the web of surveillance set up by the French government during the twentieth century as France's empire slipped into crisis. As French West Africa and the French Empire more generally underwent fundamental transformations during the interwar years, French colonial authorities pivoted from a stated policy of "assimilation" to that of "association." Surveillance of both colonial subjects and visitors traveling through the colonies increased in scope. The effect of this change in policy was profound: a "culture of suspicion" became deeply ingrained in French West African society. Kathleen Keller notes that the surveillance techniques developed over time by the French included "shadowing, postal control, port police, informants, denunciations, home searches, and gossip." This ad hoc approach to colonial surveillance mostly proved ineffectual, however, and French colonies became transitory spaces where a global cast of characters intermixed and French power remained precarious. Increasingly, French officials--in the colonies and at home--reacted in short-sighted ways as both perceived and real backlash occurred with respect to communism, pan-Africanism, anticolonialism, black radicalism, and pan-Islamism. Focusing primarily on the port city of Dakar (Senegal), Keller unravels the threads of intrigue, rumor, and misdirection that informed this chaotic period of French colonial history.

Although separated by an ocean, both cities were founded during the early French imperial expansion of the Atlantic world. Both became important port cities of their own continents, the Atlantic world as a whole, and the African diaspora. The slave trade not only played a crucial role in the demographic and economic growth of Saint-Louis and New Orleans, but also directly connected the two cities. The Company of the Indies ran the Senegambia slave-trading posts and the Mississippi colony simultaneously from 1719 to 1731. By examining the linked histories of these cities over the longue durée, this edited collection shows the crucial role they played in integrating the peoples of the Atlantic world. The essays also illustrate how the interplay of imperialism, colonialism, and slaving that defined the early Atlantic world operated and evolved differently on both sides of the ocean. The chapters in part one, “Negotiating Slavery and Freedom,” highlight the centrality of the institution of slavery in the urban societies of Saint-Louis and New Orleans from their foundation to the second half of the nineteenth century. Part two, “Elusive Citizenship,” explores how the notions of nationality, citizenship, and subjecthood—as well as the rights or lack of rights associated with them—were mobilized, manipulated, or negotiated at key moments in the history of each city. Part three, “Mythic Persistence,” examines the construction, reproduction, and transformation of myths and popular imagination in the colonial and postcolonial cities. It is here, in the imagined past, that New Orleans and Saint-Louis most clearly mirror one another. The essays in this section offer two examples of how historical realities are simplified, distorted, or obliterated to minimize the violence of the cities’ common slave and colonial past in order to promote a romanticized present. With editors from three continents and contributors from around the world, this work is truly an international collaboration.
